Job Description:

PURPOSE OF POSITION

Accountable for the strategic direction and priorities and providing overall leadership of the planning, development and management of information technology (IT) and cyber security (CS) infrastructure, systems, data and services for FSRA, and all its business and internal processes.

KEY RESPONSIBILITIES

  • Sets the vision, strategy and priorities for the information technology and cyber security, within the overall strategy and directions of Corporate Services, and the information, IT and CS needs across the FSRA, to enable management and staff to meet their strategic, policy and tactical objectives, responsibilities and deliverables.
  • Provides strategic leadership and accountability for the planning and development of the target IT and CS operating models, including enterprise data, architecture, application development framework, infrastructure, workplace technology, operations, technology risk, cyber security and IT service management.
  • Positions IT as a centralized corporate service, supporting all business and internal processes, enabling effective access to information and allowing for a data driven, integrated approach to regulation across all regulated financial sectors.
  • Provides overall leadership in the planning and implementation of large-scale IT transformation initiatives, such as data centre migration, cloud migration, back-office systems implementation, and modernizing business process and applications leveraging state of the art technology and leading ideas and methodologies.
  • Provides strategic oversight to IT related procurements and external vendor relationships during the lifecycle of all IT projects and services.
  • Leads the development and oversight of an information/data protection/cyber security and disaster recovery framework to mitigate risks and facilitate business continuity.
  • Develops operational plans for information technology, which align with and support the overall FSRA strategic plan and develops, monitors and reports on performance metrics and risks related to all IT matters.
  • Champions and leads critical change and a new collaborative, innovative, creative, and forward-thinking culture within the organization, and works with others to achieve this across the enterprise.
  • Promotes and drives innovation and continuous improvement throughout information technology and cyber security, and across FSRA related to IT, CS and other matters.
  • Provides Information Technology expertise and support to the Executive VP, Corporate Services, CEO and senior executives on all information and cyber security related initiatives, services, risks and issues and presents to the Board upon request.
  • Develops an agile and flexible, evolving organization structure and work environment which stays at the forefront of innovation, collaboration and positive employee experience through a diverse multi-disciplinary team.
  • Champions and promotes an environment and culture of service excellence which respects diversity, encourages all employees to work together to achieve results and contribute to a healthy, rewarding and productive working environment where personal and team accountability are key to meeting the mandate of FRSA.
  • As a member of the executive team with Corporate Services, works in close collaboration with leadership colleagues on Corporate Service strategy and priorities for FSRA.

QUALIFICATIONS

Education and Experience

  • Degree in Information Technology or an IT related field, with related graduate work (or equivalent) preferred.
  • 8 + years’ experience in providing direction and oversight of an IT department with expertise in developing and implementing strategic IT plans and overseeing the implementation/enhancement of modern IT capabilities for a medium size organization to meet diverse business needs. ideally within a unionized environment

Knowledge and Skills

  • A proven strategic leader with expertise in leading and championing change for a new organizational culture and vision.
  • Leadership skills to build a new organizational structure, practice, capabilities, systems, and standards.
  • Knowledge of, and skills in enterprise data, application development, infrastructure, cyber security, cloud, and business intelligence domains.
  • Expertise in procurement, outsourcing, and vendor management.
  • Knowledge of project management principles, methodologies, tools, best practices and skills to lead multiple concurrent, often large-scale IT projects.

The Financial Services Regulatory Authority of Ontario (FSRA) is a new, independent regulatory agency created to improve consumer and pension plan beneficiary protections in Ontario.

FSRA was established to replace the Financial Services Commission of Ontario (FSCO) and the Deposit Insurance Corporation of Ontario (DICO). The agency is flexible, self-funded and designed to respond rapidly to an evolving commercial and consumer environment. In this capacity, FSRA will:
