About the role

Do you have five years accounting experience and have your CPA designation? Do you have strong attention to detail, excellent customer service skills and the ability to prioritize and work within tight deadlines? If so, we want you on our Financial Services Team!

As the successful candidate as Financial Analyst, you will be responsible for a variety of accounting work at a senior level including preparation of financial reports, assisting with budgets and financial monitoring, and completing analysis and reconciliation. This position exercises technical independence and professional analysis within the guidelines of established accounting system practices and municipal accounting standards.

You will:

  • Perform senior accounting work including:

  • Provide excellent internal and external customer service relating to all aspects of the position including resolving issues.

  • Review and analyze existing financial systems to:

    • Ensure the overall integrity and effective integration of internal and external financial information systems.
    • Recommend and initiate upgrades to improve the quality and efficiency of the financial and accounting systems and policies and procedures.
  • Prepare and analyze monthly operating statements, financial statements, analysis and reports and transaction within acceptable time frames for Senior Staff and the Board.

  • Review and reconciliation of sub ledgers

  • Prepare reports, returns and remittances and ensure deadlines are met for external reporting to avoid any penalties, interest or repercussions.

  • Ensure revenues are collected in a timely manner by preparing contract billing to local governments and other accounts receivable invoicing.

  • Prepare complex and diverse entries and adjustments requiring knowledge of inter-fund and advance technical accounting. Facilitate effective financial operations by liaising with and educating staff and external stakeholders on financial policies, procedures and strategic priorities.

  • Assist with preparation of financial plans. Update and maintain accurate and complete records for all (RDCOContract Services) Tangible Capital Assets in accordance with PSAB for RDCO and Contract Services.

  • Assist with the Capital Asset Management system.

  • Specialized Finance projects including internal compliance audits providing recommendations.

  • Prepare external audit files for RDCO, CORHD and Contract Services. Primary point of contact for External Auditors.

  • Hospital District Accounting which includes MFA, payables and Year End Statements.

  • Tracking and reconciliation of all MFA transactions.

  • Oversee data entry performed by Finance Clerk and Cashier /Receptionist to ensure accuracy, policy compliance and efficiency.

  • Review and provide recommendation to management regarding internal controls.

  • Maintain and update procedure manual.

  • Other duties as assigned.

The ideal candidate will have a CPA designation and a minimum of 5 years' of related work experience. They will have working knowledge of Public Sector Accounting Board standards and generally accepted accounting principles, excellent customer service skills, and be proficient in MS office. Experience working with Vadim and GIS is preferred.

This is a full-time CUPE 338 position. The schedule for this position will be 35 hours per week, with standard working days being between Monday and Friday, 8:00 am - 4:00 pm. This position has a wage of $54.65 per hour. Please note that a 90% probation wage applies for the 3-month probation period.
