About the role
Fowler Construction is seeking an experienced Highway Maintenance Foreperson to ensure our highways are safe and well maintained, while ensuring strict compliance with contract specifications and regulatory requirements. Reporting to the Supervisor, you'll be at the forefront of incident response, overseeing work crews and safety talks. You'll provide strong leadership, address public complaints, and champion cost-effective operations.

Key Responsibilities
- Familiarize with performance requirements in the Contractor Directed Maintenance Contract (CDMC)
- Patrol designated roads, make repairs and communicate to the area patrol supervisor all deficiencies and hazards.
- Prepare and operate light and heavy maintenance equipment such as patrol trucks, crash trucks, loaders, plows, combinations/spreaders, tractors, weed eaters, lawn mowers, chainsaws, etc.
- Maintain and update a patrol diary daily.
- Identify and maintain Maintenance deficiencies list.
- Monitor operations, including subcontracted work within assigned patrol area.
- Respond to Incidents within patrol area (accidents, spills, etc.).
- Ensure all roadways are clear of all debris in patrol area.
- Complete and monitor all required paperwork daily/weekly/monthly reports as specified in the contract including but not limited to: Driver Inspection documents, Hours of Service Log Sheets, Vehicle Circle Safety Checks, Winter Operations Records, Bare Pavement, ISPM, Material Usage, and other operational documents as required.
- Monitor weather, dispatch winter maintenance equipment when required and monitor winter operations.
- Initiate and review safety tailgate talks with staff on regular intervals to ensure awareness of safe operating policies and best practices.
- Provide leadership to the team.
- Respond to public complaints.
- Organize work crews for miscellaneous road maintenance.
- Assist in training and mentoring staff by utilizing OPSD standards and maintenance best practices, etc.
- Perform required preventative and routine equipment maintenance, which includes but is not limited to:
- Clean/wash the interior and exterior of equipment, check fluid levels, assisting in changing plow blades, minor equipment repairs, greasing equipment and refueling equipment after use.
- Promote cost effective operations and staff collaboration, along with monitoring people power and equipment utilization for effectiveness and productivity.
- Carry-out all routine/non-routine highway maintenance activities, facility maintenance and yard maintenance as required; such guide posts, sign installations, pothole filling, washout repairs, debris pick up, picnic site and layby, snow removal, maintenance etc.
Position Requirements
- Must have and maintain a valid DZ or equivalent driver’s license.
- OTM Book 7 Training for traffic control considered an asset.
- Strong work ethic and the ability to lead and direct other staff.
- Strong organizational skills with clear oral and written communication abilities.
- Helpful, friendly and courteous with the public, regulatory agencies and peers.
- Strong knowledge of highway maintenance.
- Computer literate.
- Strong organizational skills with clear oral and written communication abilities.
- Exceptional organizational abilities with task prioritization, multi-tasking, use of timelines and time management techniques.
- Be physically able to meet all requirements and perform satisfactorily all highway maintenance and emergency assignments.
- Experience in the operation of tools and equipment.
- Ability to deal with changing priorities on a daily basis and multi tasked orientated.
- Ability to work in a fast-paced environment.
- Mechanically inclined.
- Must be able to work with little supervision; must be self-directed.
- Must be able to stand, lift 50 lbs, carry, bend, reach, climb.
