The Opportunity:
The Planner is responsible for performing the statutory, delegated and assigned planning and
environmental functions and services with a minimum of supervision either individually or as
part of a team.
What you will do:
- Perform the statutory, assigned, delegated, and transferred development functions such as
consent and zoning review and commenting, local official plan amendments, Community
Planning Permit and Development Permit review, District official plan amendments, plans of
subdivision and condominium, lifting of part lot control, and condominium exemption, for the
corporation, including the provision of evidence before quasi-judicial or judicial tribunals.
- Assist with a variety of corporate policy functions such as development, monitoring and
updating of the District’s Growth Plan, Second Home Study, Archaeological Master Plan,
Official Plan Review, Master and Secondary Planning, Lake System Health and Water
Quality, Flooding, Species at Risk, Resort Policy, and Additional Residential Units, including
research, environmental projects and planning policy review, analysis, and preparation.
- Take an active role in and responsibility for planning, environmental, or corporate projects,
which may be undertaken with partners such as Area Municipalities, the Province, non-
government organizations or community groups.
- Provide advice to Committees, Councils, management, other groups, or the public with
respect to planning or environmental legislation, policy, or implementation instruments.
- Prepare reports to Committees and Council, host public meetings and information sessions
and make presentations to Committees, Councils, community groups and non-governmental
organizations.
- Provide expertise to inter-municipal or corporate teams or work groups, as assigned, and
represent Muskoka in a variety of settings.
- Provide dual (field office) or direct planning services to Area Municipalities, as assigned
including processing of zoning by-law and/or consent applications, site plan amendments,
official plan amendments and policy related research, providing customer service and
conducting site visits, and presenting to local Committees and Councils
- Related duties as assigned.
What you will need:
- An accredited degree in Urban and Regional Planning, Environmental Studies, Geography,
or a related field, with emphasis on urban and rural geography, geographic information
systems, or environmental studies or equivalent combination of education and experience.
- Provisional or Registered Professional Planner in Ontario and Provisional or Full
Membership in the Canadian Institute of Planners (CIP) is preferred.
- Four to five years of planning-related experience, preferably in a municipal environment or
an equivalent combination of education and/or related employment experience.
- A solid understanding of and technical expertise with respect to legislation, policy, and
various Planning implementation instruments such as Zoning, site plan, restrictive
covenants, Section 118 restrictions, subdivision and condominium agreements, and shared
facility agreements.
- Proven ability to take initiative and make independent evaluations or recommendations and
in achieving performance objectives.
- Ingenuity and creativity with technical proficiency and strong communication, interpersonal,
analytical, organizational skills.
- Excellent written and verbal communication skills with the ability to communicate effectively
with all levels of staff, stakeholders, and the general public.
- Ability to travel throughout Muskoka Region and neighbouring municipalities.
