The Population and Public Health Services branch leads an integrated approach to public health in Manitoba, focusing on prevention, health promotion, disease management, and protection through policy development, clinical services, and health risk monitoring. The branch provides strategic operational leadership for population health, emergency management, and provincial nursing station services. It also ensures the development of legislation, policies, and programs that support effective service delivery and coordination with government partners.

Qualifications:
Essential:
-
Post-secondary education in public administration, business administration, social sciences, nursing, public health and/or acceptable equivalent combination of education, training and experience
-
Proven leadership in building and sustaining a diverse, supportive environment that empowers staff to perform and grow
-
Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change
-
Extensive management experience with responsibility for human and financial resources
-
Strong interpersonal skills with a proven ability to engage and communicate effectively with internal and external stakeholders
-
Strong political acumen demonstrated through advising senior leaders on complex topics and sensitive issues
-
Experience providing leadership and direction in the design and implementation of legislation, policies and programs
-
Ability to analyze and synthesize evidence-based data, develop implementation and evaluation plans, apply corrective measures and incorporate into decision making
-
Excellent verbal and written communication skills
-
Experience building relationships with Indigenous peoples and implementing the principles of reconciliation
Desired:
- Understanding of the organization and administration of the health care system, is considered an asset
Duties:
We are seeking an Executive Director to lead our branch in achieving its strategic goals and delivering impactful programs and services. Reporting to the Assistant Deputy Minister, the Executive Director leads a team within the Population and Public Health Services branch to deliver on program, operational, and service objectives while fostering a respectful, diverse, and continuously improving workplace culture. The role includes strategic oversight of fiscal and human resources, business planning, and policy development. The Executive Director provides expert advice and recommendations to the Deputy Minister, Assistant Deputy Minister, and Chief Provincial Public Health Officer to support the branch’s mandate and priorities.
