This posting is for a Manager, Internal Controls leading the IT and data stream of the Internal Controls program at the WSIB. This is a unique role that combines ITGCs, data, and IT controls advisory for projects and initiatives. This is a temporary contract opportunity for up to 24 months based out of our Toronto/Simcoe Place office (with the possibility of permanent in the future). The successful candidate would be required to come to the office at least once a month or as per business needs. Salary From: $110,594.16 Job Summary: Manage the operation of the Internal Controls Program that includes delivering the Internal Control over Financial Reporting (ICFR) sub-certification for the Certificate of Assurance for the WSIB. This is done through planning and oversight responsibilities that include developing and executing the annual Program Plan, maintaining integrity of internal control documentation and data, assessing internal control gaps, weaknesses or risks, driving improvement opportunities and promoting advisory services.

Together with the Assistant Director and Director, the manager's scope of responsibility includes oversight of the activities in the annual Program Plan which covers entity level, business process, IT general controls (highly technical), and advisory on a range of engagements, projects and initiatives, across all clusters in the organization.

Emphasis is also on maintaining positive, value add relationships with various internal business areas across the organization. There is an expectation that objectives and deliverables are carried out in line with current values of the organization, and complemented by the core competencies applicable to the role.

Major Responsibilities:

  • Maintain a sustainable and effective Program that provides a reasonable level of assurance, and embeds awareness and accountability for a strong internal control environment within management’s areas of responsibilities. This includes:
  • Developing a detailed annual Program Plan that encompasses all internal control activities and includes (if applicable) the need for supplementary resourcing;
  • Ensuring all components of the annual Program Plan are completed on time, in budget and with effective use of resources. This includes activities such as risk and scoping, walkthroughs, documentation updates and impact assessment, testing, deficiency monitoring and validation to closure, management and committee reporting and annual certification;
  • Completing timely and comprehensive review and evaluation of internal control documentation prepared or updated by direct reports in the course of their work;
  • Reviewing and assessing test results, and determining next steps including whether to retest or accept the results. (A high degree of judgment is required and some specific technical knowledge for IT general controls is needed.)
  • Analyzing, evaluating and recommending risk and remediation activities for deficiencies, and ensuring there is a formalized management remediation plan in place. (A high degree of judgment and expertise, and moderate level of business acumen is required);
  • Ensuring that internal control master data is complete and accurate, and maintained timely. This includes ensuring that integrity and version control of all systems, data and files is sustained, and stored in the GRC tool and associated shared drive with restricted access that is formally monitored on a periodic basis; and
  • On-going assessment of the practices and methodology in the Program to ensure reasonable levels of assurance are achieved with the most effective use of resources, whilst remaining aligned to the organizations strategic and operational goals.
  • Develop and maintain effective partnerships and relationships with different business areas and other specialized teams. This includes:
  • Ensuring effective and timely communication to business areas on planned annual internal control activities. Coordinating schedules for walkthroughs and testing with business areas, external auditors and applicable internal risk partners;
  • Initiating and maintaining collaboration with applicable internal and external risk partners, auditors and programs to improve internal control awareness and to create/sustain opportunities where existing work can be leveraged or shared;
  • Initiating and maintaining collaboration with new or existing business areas, projects or programs where internal control work can be of benefit or expanded. (Examples of such areas are business continuity, data management, corporate enterprise projects.);
  • Providing guidance and support to business areas on internal control matters relating to third party service providers; and
  • Promoting advisory services to business areas, identifying opportunities for process and controls improvements, and supporting direct reports with guidance, reviews and technical expertise to complete advisory engagements.
  • Support the Assistant Director and Director in reporting and annual Chief Certification. This includes:
  • Assisting the Assistant Director and Director in preparing reports to the applicable Committee(s) and Senior Management;
  • Assisting with planning and coordination of activities that are required to support Chief Certification; and
  • Drafting/updating presentations to inform Executives on the certification process.
  • Plan, support and oversee day-to-day activities of direct reports (including staff on payroll and contractors) in the operation of the Internal Control program. This includes:
  • Planning, prioritizing and assigning work to maximize the successful outcome and delivery of the Program Plan;
  • Monitoring work progress and identifying and addressing blockers, inefficiencies and other issues;
  • Establishing performance objectives, conducting timely performance reviews, and providing guidance and feedback to direct reports. This includes taking appropriate steps/action when performance issues arise;
  • Providing technical expertise and direction to direct reports on day-to-day work;
  • Coaching and supporting internal direct reports on opportunities for career aspirations, and technical and competency development, in a manner that considers diversity, equity and inclusion; and
  • Assisting the Assistant Director and Director in managing various vendors and contractors that are engaged from time to time, including assessment of effectiveness and cost benefit of the services.
  • Perform other related duties and responsibilities as assigned or required

Job Requirements:

  • Education requirements:

Minimum Level Required

  • Post-secondary education
  • Internal control, risk or audit related certified training at a registered institution, or equivalent 10 year experience, in the absence of preferred level.

Preferred Level Required

  • Post-secondary education in business, risk, audit, accounting or related field with a focus on IT .
  • Professional accounting, audit designation or related field (e.g. CPA, CISA or CIA).
  • Experience:

Minimum Level Required

  • 5 to 10 years of experience in a function with exposure to an internal controls program (e.g. SOX or ICOFR/ICFR), audit, risk or compliance.
  • Working knowledge of COSO and other IT frameworks (e.g. COBIT) .
  • Experience with preparing and reviewing process documentation, analysis, testing and assessments.
  • Experience with business process controls across various functions, and exposure/knowledge of entity level and IT general controls.
  • Experience with managing and coaching teams in a virtual/hybrid work model.
  • Experience with different levels of management to obtain buy-in and responses for deficiencies and remediation plans.
  • Demonstrated knowledge and experience with Microsoft Office products including Power BI & Visio.

Preferred Level Required

  • 10 years of experience conducting and leading an internal controls program, audit engagements or similar related field.

  • Demonstrated working knowledge of COSO and other risk/audit/quality frameworks (e.g. COBIT, NIST)..

  • Experience with large and complex systems and ERP system at a public company.

  • Experience with business process control across various functions, entity level controls and IT general controls.

  • Experience with working in a GRC tool/system.

  • Experience with Microsoft Power Platform, especially PowerBI, to analyze data, create reports, and innovate interactive dashboards.

  • Experience with managing staff across all phases of an internal controls program.
