We are seeking an experienced and motivated Program Supervisor to lead the day-to-day operations of one of our Starlight therapeutic programs in Burnaby. This is an ideal opportunity for a strong people leader who is passionate about quality care, staff development, and building stable, high-performing teams.

Position Summary

Reporting to the Program Manager, the Program Supervisor is responsible for the overall daily operations of a therapeutic care setting supporting children, youth, and adults with complex behavioural, developmental, and mental health needs. This role provides direct supervision to staff, oversees scheduling and program administration, ensures contract and licensing compliance, and supports a safe, structured, and therapeutic home environment.

What You’ll Do

Program Operations & Quality Oversight

  • Oversee the day-to-day functioning of the residential program
  • Ensure a safe, clean, organized, and therapeutic care environment
  • Monitor household operations, supplies, petty cash, reporting, and documentation
  • Ensure all contract deliverables, licensing standards, CARF standards, and agency policies are met
  • Support implementation of individualized service plans and behaviour strategies
  • As required, works as a Child and Youth Care Worker; appropriately delivering or enables strategies established in children and youth’s service plan

Leadership & Staff Supervision

  • Supervise, mentor, and support frontline staff and subcontractors
  • Coordinate staffing schedules to ensure consistency and contractual coverage
  • Conduct regular staff check-ins, supervision, and team meetings
  • Support recruitment, onboarding, orientation, and training of new team members
  • Identify and develop high-performing staff for growth opportunities

Administration & Compliance

  • Ensure incident reports, time sheets, petty cash, WorkSafe documentation, and program updates are completed accurately and on time
  • Assist with operating budgets and monitor expenditures
  • Manage grievances, performance issues, and health & safety matters professionally and promptly
  • Escalates and/or manages all grievances and WorkSafe claims to ensure proper reporting and documentation, and implementation of recommendations or action plans

Community & Stakeholder Liaison

  • Build and maintain strong relationships with funders, community partners, stakeholders, and neighbours
  • Collaborate closely with Clinical and Leadership Teams to ensure client and program needs are met

What You Bring

Education & Experience

  • Diploma in a related Human Services / Social Services field
  • Minimum 3 years of recent related experience, including supervisory or administrative leadership experience
  • Strong understanding of trauma-informed practice, behavioural support, and therapeutic residential care

Knowledge & Skills

  • Experience leading and developing staff teams
  • Scheduling, workforce planning, and operational coordination skills
  • Strong understanding of Employment Standards, health & safety, and supervision best practices
  • Financial literacy and ability to manage within budgets
  • Excellent written, verbal, and interpersonal communication
  • Strong conflict resolution, problem-solving, and professional judgment

Requirements

  • Valid First Aid & CPR Certification
  • MANDT Certification
  • Valid BC Class 5 Driver’s Licence
  • Access to a reliable vehicle
  • Business Insurance with $3,000,000 liability
  • Ability to participate in 24-hour on-call rotation as required
  • Satisfactory Criminal Record Check

Working Conditions

  • Location: Burnaby program location, with occasional meetings at North Vancouver and Surrey offices
  • Schedule: Monday to Friday
  • Hours: 40 hours per week
  • Participation in weekend on-call rotation with additional compensation
