About the role

Basic Function:

To provide assistance and support in all areas of project management relating to County Facilities projects. This includes but not limited to preparation, review and execution of procurement documents, preparation and certification of progress payments, performing site inspections, issue change orders and coordinate contracts, attend site meetings and coordination with building users.

Position Description:

  • Coordination of capital and maintenance projects in County owned buildings from initiation to completion. Project examples include building renovations, new construction, roofing projects, HVAC replacements and exterior and interior building repairs and restoration.
  • Assist in the preparation of tenders/quotations/request for proposals and cost estimates. Ensure all aspects of tendering and procurement processes are adhered to.
  • Assist the Project Lead in the management of consultants. Review consultants’ work from a technical perspective to ensure that their designs are complete, meet corporate standards and obtain stakeholder approval where necessary.
  • Assist in the management of tenders and quotes through research of specifications, design and scheduling.
  • Administer and provide effective project and contract management on various capital facilities projects, under the supervision of the applicable Project Lead.
  • Conduct adequate construction site inspections and other quality assurance activities to ensure project success.
  • Ensure a high degree of safety on construction sites, for both workers, staff and general public.
  • Ensure all permitting, third-party approvals, and municipal consents are obtained prior to construction as required.
  • Assist the Project Lead in defining project scope and requirements.
  • Analyze and interpret quality assurance results regarding building materials.
  • Analyze construction methods and advise/implement most cost effective and efficient process.
  • Prepare field notes and prepare construction plans using field notes.
  • Complete review of technical drawings (i.e., engineering and architectural) and calculations submitted by consultants.
  • Complete project close-out activities including documentation, asset inventory updates and vendor evaluations. Coordinate inspections throughout construction as required (i.e., Building Department, ESA, etc.).
  • Conduct meetings with consultants, engineers and contractors, in relation to Facilities projects.
  • Utilize technical manuals and standards including the Ontario Building Code, ESA, CSA, AODA, and ASHRAE Standards, etc.
  • Assist in the development, implementation and monitoring of comprehensive asset management plans for County facilities.
  • Responsible to maintain databases such as current roof condition assessments, building condition assessments, facilities lists and building component inventories.
  • Provide technical advice to County and/or contracted staff.
  • Liaise within Division and other County Departments/Divisions, with various external agencies, contractors, consultants, members of public, respond to inquiries and deal with complaints.
  • Assist with the development of project budget costing, conduct cost analysis/ cost tracking for contracted and internal work.
  • Assist with the development and maintenance of Department procedure manuals related to project management.
  • Oversee remedial work on facilities deemed required by Health & Safety / Ministry of Labour.
  • Prepare AutoCAD drawings for various projects including, but not limited to, new initiatives, accommodation needs, regulatory updates, capital renovations/replacements, facility layouts, etc.
  • Perform research / examination of Codes, existing drawings, layout drawings and specifications, existing building conditions to obtain pertinent information as required.
  • Coordinate and / or conduct environmental sampling, testing and analysis on various buildings, building systems or equipment.
  • Perform other duties as assigned.

Requirements

Knowledge and Experience:

  • Post-secondary education with a minimum 3-year college diploma in engineering or architectural studies or other relevant education such as construction management, architectural or engineering technology, energy systems technology or project management.
  • Minimum 3 years’ experience in related field.
  • Certified Engineering Technologist (C.E.T.) or Engineer in Training (EIT) or Professional Engineer (P.Eng.) and a member of Ontario Association of Certified Engineering Technicians and Technologists or Professional Engineers Ontario is preferred.

Skills and Abilities:

  • Valid Ontario Class D driver’s license and access to a reliable vehicle including the ability to provide a drivers abstract when requested during the recruitment process.
  • Must be proficient in Microsoft 365, AutoCAD and data base software.
  • Ability to read and interpret construction drawings.
  • Excellent communication skills, both oral and written.
  • Ability to work independently with minimal supervision.
  • Proven analytical, research and problem-solving skills.
  • Excellent time management and organization skills, with the ability to multi-task.
  • Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act.
