THE OPPORTUNITY
The Project Manager, Construction will be reporting to The Vice President, Environmental and Construction Services and will be responsible for planning, coordination, and oversight of large-scale residential construction projects on behalf of CreateTO from pre-construction through close-out and transition to property management, including management of commercial obligations, lease administration requirements, and construction oversight.
PRINCIPAL FUNCTIONAL RESPONSIBILITIES
- Act as the owner’s representative to ensure the successful delivery of assigned construction projects from pre-construction, procurement and mobilization through substantial completion and final close-out.
- Serve as a point of contact for project stakeholders including consultants, contractors, ownership representatives and internal departments, ensuring consistency with CreateTO and City of Toronto policies and procedures.
- Monitor approved construction budgets, cash flow forecasts and project schedules, ensuring alignment with corporate financial controls.
- Coordinate and manage external consulting teams to assist in obtaining Municipal approvals, permits, engineering drawings, letters of credit, etc.
- Provide estimating and budgeting opinions in the development of project budgets and proformas.
- Work with the Vice President, Environmental and Construction Services to develop risk management plans and operating policies to help streamline processes.
- Review construction management plans and provide input for site specific limitations.
- Provide recommendations on standard operating procedures with respect to procurement, contracts, and market offerings.
- Prepare and administer procurement documentation including tender packages, bid evaluations and contract award recommendations in accordance with corporate policies.
- Coordinate consultant and contractor activities to ensure compliance with drawings, specifications, contracts and applicable codes and regulations.
- Conduct regular site visits to monitor safety, progress, quality, and compliance with approved schedules and budgets.
- Attend regular project meetings including construction coordination meetings, consultant meetings and stakeholder update meetings.
- Identify, evaluate and manage project risks, including cost, schedule, scope and quality impacts, and recommend mitigation strategies to senior leadership.
- Review leases, CCDC contracts, and drawings to ensure owner’s needs are met.
- Assist in creating/enforcing neighboring agreements including tiebacks, crane swings, etc.
- Review environmental reports and coordinate with engineers as required.
- Review change orders and contract amendments, ensuring proper documentation and cost control.
- Ensure proper documentation and maintenance of all project records, including contracts, reports, meeting minutes, and correspondence.
- Ensure that all project close-out documentation and final inspections are completed.
- Conduct construction research, attend public hearings, conferences, webinars, and events on various construction issues.
CANDIDATE ATTRIBUTES
- Minimum of 5 years of progressive experience in construction project management, preferably in residential, mixed-use or public-sector projects.
- Post-secondary education in Engineering, Construction Management, Architecture or related discipline.
- Professional designation (P.Eng., PMP, Gold Seal or equivalent) considered an asset.
- Demonstrated experience managing complex construction budgets and schedules.
TOTAL COMPENSATION
The salary range for this position is $88,000 to $132,000 annually, with new hires expected to start between $88,000 and $110,000, commensurate with qualifications and experience.
