The Policy and Program Services Branch of the Ministry of Government Relations is seeking a well-organized and self-directed individual with excellent analytical, problem-solving, communication and interpersonal skills and demonstrated public policy experience to fill the position of Senior Legislative Analyst. You will be part of the Legislation and Regulations Unit where the priority is senior level policy analysis and the development and implementation of legislation focusing on Saskatchewan’s local government sector and fostering a strong system of city, urban, rural and northern municipal governments.

In this position, you will be responsible for the analysis of complex and challenging issues relating to a diverse range of subjects involving the local government sector such as jurisdictional authority, autonomy, accountability, public safety, administration and governance, and citizen engagement among others, while considering provincial interests and priorities and the ministry’s goals, objectives and strategic plan.

You will undertake policy analysis and development, consultation, program review and evaluation and other activities relevant to these areas and provincial government directions and priorities affecting the legislative and regulatory framework for which the ministry is responsible.

You will communicate with senior management, stakeholder and other committees in a clear and concise manner on issues that are often complex, technical or sensitive in nature. You will advise on and prepare discussion papers, analysis, reports, legislative and regulatory amendments, Orders in Council, Cabinet and Treasury Board submissions, briefings, and ministry correspondence.

The successful candidate will have the ability to verbally and in writing: explain legislative, regulatory and policy matters, directions and rationale; prepare and deliver presentations to a variety of audiences; analyze and evaluate issues; identify options, strategies, solutions and implications; and make recommendations. Our ideal candidate will have strong interpersonal skills with an ability to manage changes and issues involving multiple stakeholders with varying interests and a commitment to the ministry’s corporate values of teamwork, integrity, respect and innovation.

Typically, the required knowledge and skills for this position will be attained by completing a graduate degree in a field related to the responsibilities including public policy or administration, political science, planning, law, municipal administration or similar. A combination of related experience and education may also be considered.
