Position Summary The City of Regina is seeking a dynamic leader to manage our Assessment Team within the Department of Assessment & Property Revenue Services. This pivotal role oversees operational and program planning, financial management, stakeholder engagement, and team leadership.
With a mandate to ensure all property assessments comply with legislation, the Manager directs market research, mass appraisal functions, and coordinates property assessment appeals. As a member of the Department’s management team, you will also contribute to strategic, city-wide projects and special initiatives that shape the future of our community.
Key Duties And Responsibilities In this role, you will provide strategic leadership for the Assessment Team by developing annual operational plans, setting objectives and performance targets, and overseeing policies, systems, and procedures. You will manage budgets, revenue forecasts, and financial reporting, while ensuring compliance with City financial practices and procurement processes.
The Manager serves as a subject matter expert, offering advice to senior leaders and building strong relationships with developers, tax agents, appraisers, financial institutions, and the public.
A key part of this position is leading and mentoring supervisors and staff, including workforce planning, performance management, and labour relations, while fostering a safe and respectful workplace culture. You will be responsible for ensuring property assessments comply with municipal and provincial legislation, managing research, data systems, and valuation models, and leading the appeal process by presenting evidence and expert testimony.
This role requires a balance of strategic oversight and technical expertise to support both operational excellence and long-term planning.
What We’re Looking For
- Senior-level experience (8–10 years) in municipal property assessment, including residential and commercial expertise.
- Proven leadership success in complex organizations.
- Professional accreditation: SAAA (licence/eligibility), CAE, or AACI.
- Visionary mindset with the ability to balance strategic foresight and operational execution.
