As a member of the team reporting to the Provincial Manager of Children’s Services, the Adoption Services Supervisor operates with a high degree of independence and provides operational management and leadership to the Adoption Team. With authority under the Child Youth and Family Services Act and the Adoption Act, the Supervisor is responsible for operational oversight of Adoption Services, including Post Adoption Services, Departmental Adoptions, Intercountry Adoptions, Private Adoptions and the Supported Adoption Program. The Supervisor serves as a support to other staff within Children’s Services and Child Protection in the provision of services to children in need of protection as well as to adoptive applicants/families. The Supervisor is responsible for the Supervision of SAFE adoption home study assessments

Duties will include but are not limited to:

  • Provide co-ordination and supervision for the various programs and staff within Adoption Services.
  • Assist with child-centered case work decisions, case planning and implementation, ensuring permanency planning;
  • Ensure that potential and current adoptive families have training to care for children, including those who have complex needs;
  • Provide ongoing supervision of SAFE home studies for departmental, private and international adoptions;
  • Responsibility for oversight of the private sector adoption program;
  • Provide regular individual and peer clinical supervision, as per Divisional policy and standard operating procedure, to ensure service is consistent with legislation, departmental philosophy, best practice, standards and policies;
  • Incorporate in clinical supervision the components of accountability, learning and support to staff which are providing front line service to traumatized and vulnerable children and families;
  • Provide training, required examination and interview social workers for adoption authorization pursuant to the Adoption Act;
  • Recommend staff for delegation by the Director of Child Protection following preparation and assessment, pursuant to the Child Youth and Family Services Act, through supervision, training and modelling;
  • Demonstrate and promote leadership within the organization;
  • Ensure a work plan is in place for the team and lead its implementation;
  • Appropriately and fairly allocate work to team members considering strengths and making best use of human resources;
  • Demonstrate accountability for the provision of high-quality, front-line children’s services reflective of best practices and divisional and departmental priorities;
  • Ensure adequate documentation and records management;
  • Assist in developing Children’s Services budgets;
  • Monitor expenditures in areas of responsibility and manage spending; other duties as required.

Minimum Qualifications:

  • Master of Social Work degree supplemented by considerable experience or a Bachelor of Social Work degree supplemented by extensive experience. Experience is required in Social Work and prior experience in child protection is preferred
  • Eligible for registration with the PEI Social Work Registration Board and for delegation under the Child Youth and Family Services Act and the Adoption Act.
  • Evidence of progressive development of leadership experience
  • Excellent oral and written communication skills
  • A valid PEI driver’s license with access to a reliable vehicle
  • A good previous work and attendance record and acceptable Criminal Record Check, Vulnerable Sector Check and Child Protection Record Check.
  • Knowledge of adoption, child development, family dynamics, impacts of abuse and neglect on children, community resources, trauma and its effect on children’s well-being, separation and loss, mental health and addictions issues and their impacts, and the importance of permanency planning for children
  • Skills in assessment, interviewing, communication, case planning, case management, clinical assessment, critical thinking, group work, crisis intervention, collaboration, cultural competence, computer literacy, documentation and time management.
  • Supervisory skills, such as coaching, planning, change management, program development and evaluation
  • Ability to understand and interpret the Child Youth and Family Services Act and the Adoption Act, An Act Respecting First Nations, Inuit and Metis Children, Youth and Families, and other related legislation, policies and procedures.
  • Training in use of SAFE, PRIDE, Structured Decision Making, An Act Respecting First Nations, Inuit and Metis Children, Youth and Families is an asset.
