The Role
Manages assigned programs within the Division with a multi-disciplinary team, ensuring the implementation and evaluation of a broad range of health protection, promotion, and prevention strategies and activities per Provincial Public Health Standards, protocols, applicable legislation, and prescribed regulations and standards.
Primary responsibility will be for clinical services in fixed locations and services. Program assignments may also include Case and Contact Management of Infectious Diseases (for respiratory, vector-borne, sexually transmitted and blood-borne infections) and Outreach clinical services.
This assignment is primarily responsible for management of Case and Contact management for Sexually transmitted and Blood Borne Infections, including clinical programming related to healthy sexuality.
Duties/Responsibilities
- Supervises Public Health Nurses, Registered Nurses, Registered Practical Nurses, and Nurse Practitioners. Assigns work/oversees non-Regional staff, such as physicians, contract nurses, students, and volunteers. Provides technical expertise and leads cross-divisional project teams based on assignment.
- Forms policies, strategies, and procedures for accomplishing program goals (e.g., health promotion, disease prevention and control, outbreak response).
- Develops and implements operational plans for assigned program based on current evidence-based, specific literature, epidemiologic principles, and legislation. Manages activities of a multi-disciplinary team to ensure program goals and objectives are met; implements changes to maintain or improve level and quality of service delivery; and ensures staff adopt same. Evaluates and reviews program operations to ensure activities are effective, and evidence-based. Initiates, develops, and coordinates research and evaluation initiatives. Implements corporate and departmental policies and procedures.
- Oversees enforcement of Public Health actions as they relate to the implementation of legislation (e.g., health promotion and protection, immunization of school pupils, day nurseries). Prepares legal orders from the Medical Officer of Health (MOH) based on legislation, and accompanies staff to lay orders, as required. Ensures monitoring of client compliance as required. Provides on-call coverage for communicable disease control.
- Monitors surveillance system for assigned program, including the collection, collation, and analysis of health and disease related information. Develops business continuity measures to respond to increased demand for disease response (e.g., influenza season, Hepatitis A response).
- Ensures timely communication of information to MOH/Associate Medical Officer of Health (AMOH), Director, and relevant stakeholders.
- Mobilizes staff and supplies for emergency immunization to respond to disease outbreaks; ensures implementation of procedures and policies; liaises with other Divisions, physicians, hospitals, and Ministry/agency consultants. Manages implementation of recommendations for follow-up care of Emergency Service Workers if exposed to infectious disease.
- Manages the provision of clinical and preventive services in assigned program, including assessment, diagnosis, treatment, preventive counselling, case management, partner/contact notification, referral, and surveillance and reporting of designated reportable communicable diseases. Monitors and interprets results of lab tests and ensures follow-up. Initiates and develops protocols to implement new or revised regulations, technical standards, procedures, and guidelines.
- Reviews literature, scientific information, and federal and provincial guidelines. Advises the Director, MOH, and AMOH of significant trends in communicable disease control.
- Initiates and participates in program and department research activities including collection and analysis of research data. Manages the preparation of and speaks to research reports.
Additional Duties/Responsibilities
- Reviews and approves materials for publication, including press releases and press packages. Responds to media requests for information.
- Ensures confidentiality, security, and availability of information on client medical records.
- Coordinates (in consultation with the Director, Department Privacy Officer, MOH/AMOH, and corporate support services), staff activities resulting from legal action in which program information holdings are subpoenaed. Prepares staff for and accompanies them on Court appearances, including reviewing and copying subpoenaed documents.
- Represents the Department on advisory committees and coalitions with authority to make decisions, consult, advise, and exchange information on behalf of the Division. Acts as a senior consultant to same and advises on infectious diseases and immunization to health services staff, health care professionals, education professionals, day cares, and the community. Authorizes letters of advisement to physicians containing recommendations for action. Manages the preparation of funding proposals. Participates in corporate initiatives as required.
- Advocates for policies, procedures, and services as they relate to assigned program. Participates in provincial planning and public health regional groups.
- Mobilizes staff in emergency situations according to the departmental Emergency Response Plan, ensuring action is taken to minimize health consequences for citizens.
- Manages program budgets. Controls and authorizes expenditures and purchase/cheque. Manages physician invoicing/reconciliation with OHIP. Ensures policies and procedures are in place and followed for the collection and security of revenues from clients.
- Develops and administers physician and community agency purchase of service agreements. Develops agreement terms and conditions with Legal Services staff. Recommends agreement renewals to Director.
- Manages the use, custody, and maintenance of program and clinical equipment/supplies, including the supply and storage of vaccines and medications; and ensures policy and procedures are in place in the event of failure of the temperature control system for vaccine storage.
- Frequently contacts relevant Ministries/Agencies, local physicians, school administration staff, health services staff at local universities and colleges, hospitals, community agencies, and advisory groups/boards for consultation, information sharing, vaccine administration, laboratory testing and interpretation, referrals, and program planning, implementation, and monitoring. Provides information on infectious disease and vaccine concerns to the public. Negotiates policies, procedures, and standards of practice for non-Regional nursing agency staff with agency management.
- Backs up the Director and other Division managers as required.
- Performs related duties as required.
Knowledge, Skills, and Abilities
- Knowledge of the theories and principles of public health management, including health protection and promotion, multi-media and marketing strategies, epidemiology, community health planning, program evaluation and research methodology; labour relations; policy and program development; and budget preparation and program evaluation, acquired through a Bachelor of Science in Nursing; plus a Masters Degree in Nursing or a health-related field; plus progressively responsible public health experience; plus a current licence to practice as a Registered Nurse with the College of Nurses of Ontario.
- Knowledge of immunization, infectious disease control, infection control, outbreak control measures, and public health strategies related to reduction in incidence of disease. Knowledge of the community and its resources.
- Knowledge of and ability to comply with policies, procedures, collective agreements, relevant legislation (e.g., Provincial Public Health Standards; health protection and promotion; immunization, privacy) and professional standards of practice of a variety of disciplines, including nursing.
- Analytical, problem solving, and continuous improvement skills to plan and develop objectives and determine goals of the program; classify and organize work; make complex decisions requiring interpreting legislation, regulations, policies, and data which carry health impact, political, legal and financial implications; deal with conflicting goals and deadlines; identify and analyse program gaps based on legislation/standards and develop solutions; and respond quickly to emergency outbreak situations.
- Leadership, facilitation, negotiation, public relations skills, and political acuity to manage, train, develop, motivate, and support staff; develop joint programming with community partner agencies; handle sensitive issues in a professional manner; present proposals and reports to staff, Community Services Committee, Council, and community groups; deliver educational presentations to professionals, community groups, and organizations; represent the Division/ Department on committees; participate in news conferences; and participate as an effective team member.
- Ability to interpret literature reviews, monitor legislation, news media, research papers, journals, and newsletters to remain informed of current developments in infectious disease. Ability to proofread and edit work of staff; and compose reports of a technical/administrative nature, letters and instructions regarding immunization, policy/procedure manuals, training manuals, funding proposals, service agreements, advisories, media releases, surveys, and questionnaires.
- Computer skills with ability to use software such as Microsoft Office. Knowledge of information systems, data analysis, and their application to communicable disease control programs.
- Ability to participate in an official standby/on-call rotation to respond to legislated or time sensitive demands beyond regularly scheduled work hours.
