Position Purpose We are looking for an experienced technical lead to ensure that all technical deliverables and operational requirements of the National Conformance Program align with objectives listed in the shared pan-Canadian Interoperability Roadmap. The role is responsible for supporting customers during development, executing conformance evaluation, and providing assessment for conformance certification.
In collaboration with and part of a highly matrixed team, this role will be responsible for leading the technical product conformance assessment against published interoperability products. This role focuses on developing and leading the conformance test artifact creation, identifying and producing requirements to conformance tooling enhancements, day-to-day operations of the conformance service, conformance execution and environment setup, and lead the conformance tests process. The successful candidate will apply their superior technical know-how, business acumen, relationship building skills, and industry knowledge to establish and operate the National conformance service.
The incumbent will be working closely with internal and external peers, business and technical stakeholders (Jurisdictions, Clinicians, Solution Providers, vendors at large) support and participate in the implementation and setup of a Testing Platform and execution of technical events (Projectathons) that trial collaboratively developed interoperability specifications with the market.
Responsibilities
- Technical Leadership/expertise: Be the lead subject matter expert on all technical aspects of the Conformance Program.
- Conformance Platform Support/Configuration: Provide support and conduct configurations to the Conformance Platform System. This would include operational support for the Conformance application including Tier 1 support tickets, working with various IT functions at Infoway to ensure the system is properly supported, leading the development of all support documentation (Knowledge documents, SLA’s, SOP etc.), and ensuring the environment is configured as required to support conformance execution. This may also include adding new and updating test artifacts, registration of implementers and systems under test, as well as updating plugins.
- Conformance Operations & Delivery: Ensure ethe day-to-day operations of the conformance service are met, including conformance execution activities, leading the actual conformance testing activities, collaborating with implementers to prepare for conformance, and analyzing conformance results to identify deficiencies and resolutions.
- Conformance Test Suite Development: Ensure test suites are updated and created as interoperability specifications evolve, are consistent with conformance expectations for each specification, contain appropriate test data, and automated where possible.
- Client Management: Ensure strong relationships with customers, partners, and industry stakeholders.
- Team Leadership: Participate in a highly integrated team environment and support the broader growth and development of various team members, specifically from a technical lens.
- Collaboration: Work closely with technical, operations, and supporting teams to ensure seamless service delivery and the development of tailored conformance services for customers.
- Conformance Expertise: Maintain up-to-date knowledge of relevant standards, regulations, and industry best practices. Advise customers and internal teams on conformance matters.
- Reporting: Prepare regular reports on conformance operational delivery targets, support metrics, and any relevant KPI for the conformance service.
- Support the design, development, and implementation of the Digital Health Solutions National Conformance Program, ensuring compliance with national health standards and regulations.
- Ensure deep understanding of the technical components of the program, including technical conformance tools, conformance tests development, and supporting technical components.
- Support the creation and refinement of conformance criteria, certification processes, and related documentation.
- Develop and implement project plans, including timelines, budgets, and resource allocation
- Provide customer guidance and support to the certification process, including application procedures, evaluation criteria, and issuance of certification.
- Monitor program progress and identify areas for improvement, implementing corrective actions as necessary.
- Participate with stakeholder engagements, support discovery sessions, evaluations, and technical designs for integrations.
Education
- Bachelor's degree in software engineering, Computer Science, Science, or a related field .
Skills & Expertise
- Must have intimate, working knowledge of Software Testing, Conformance Testing and test automation
- Must have strong technical and/or solution architecture background
- Strong software development, architecture and product development skills, with extensive experience in Health IT Standards (e.g., HL7, FHIR, IHE, SNOMED, LOINC, etc.)
- Strong software testing and test automation skills and experiences
- Strong IT Service design, management and operation knowledge and experiences
- Positive attitude, able to cope with ambiguity and take initiative in problem solving
- Ability to work on multiple initiatives simultaneously and vision to recognize opportunities that will help our customers become more successful and efficient
- Some familiarity with the concepts represented in an IHE profile, the IHE Connectathon and comfortable with technical testing events
- Hands-on experience with system integrations (e.g., APIs), documentation and sandbox environments and implementation guides
- Excellent analytical skills to analyze, diagnose and solve problems
- Excellent interpersonal and communication skills and attitude to thrive in a high-production, customer focused environment
- Experience with identity management systems and standards governing them (OAuth, OIDC) an asset
- Experience with security protocols and best practices for application security an asset
- Experience with procurement processes
- Experience with industry events, organizing and participating – a definite asset
- Strong team player, ability to multitask and keen attention to detail
- Ability to travel up to 20% of the time
Relevant Experience
- Minimum 3 years of relevant experience in software engineering or architecture
- Minimum 3 years’ experience building Health IT Standards based software solutions
- Minimum 3 years management experience in service delivery
- Knowledge and experience with ITIL and ITSM an asset
- Knowledge and experience with Software Testing methodology and test automation framework
- Experience with Connectathon events, and conformance testing platform is a definite asset
