About the role
Reporting to the Coordinator of Business Analysis & Quality Assurance, the Senior Business Analyst is responsible for leading the elicitation, communication, analysis, and documentation of the current and desired needs, requirements, and processes for delivery of city services.
The Senior Business Analyst leads the analysis and conceptual design of the solution, collaborates with subject matter experts, technologists, and third-party partners in developing business cases, documenting business processes and business requirements, functional specifications, and the user experience, identifying opportunities to improve processes, designing acceptance tests, and measuring benefits of completed projects.
The Senior Business Analyst engages with business partners to identify high-value business needs and recommend optimal solutions to meet business goals. The Senior Business Analyst also designs the analysis approach on large projects and supports and coaches other staff in performing business analysis.
As the Senior Business Analyst,your duties will include:
- Develop business cases recommending organizational change based on service needs, options analysis, and cost-benefit projections
- Lead the elicitation, communication, and documentation of service needs, business processes, business requirements, and functional specifications
- Implement & develop test plans for information systems
- Mentor other divisional staff in performing Business Analysis
Your education and qualifications include:

Bachelor’s Degree in a management, business, or technology-focused discipline.

Related certifications such as Certified Business Analysis Professional (CBAP), LEAN, or Professional in Business Analysis (PMI-PBA) would be considered as an asset.

4 years of experience leading and performing business case development, requirements analysis, process change and organization transformation

Experience working with stakeholders to identify strategic business needs and objectives in Business Cases
-
Experience in business analysis on large, complex initiatives involving significant business, process, system changes/ organizational transformation
-
Experience in documenting business requirements, data analysis and process models, and functional specifications (use cases, user stories with acceptance criteria, business rules)
-
Ability to design the analysis approach appropriate to the situation
-
Ability to use judgement to form conclusions that may challenge conventional wisdom, ensuring that proposals or arguments are supported by strong logic and a compelling business case
-
Ability to analyze complex issues, identify high leverage intervention points, and design and implement practical solutions and tools
-
Ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts, and the public

Exceptional verbal communication skills with ability to facilitate discussions and engage and influence partners to achieve target outcomes

Exceptional analytical and problem-solving skills that rely on a structured approach with the ability to quickly learn new concepts/processes

Excellent interpersonal, coaching and mentoring skills with the ability to work effectively in a team environment

Exceptional written communication and documentation skills with ability to produce clear and concise business and process requirements and functional specifications

Adept at approaching business problems by analyzing the full business context, including people, process, and technology, to provide solutions that deliver optimal business value

Exceptional interviewing, influencing, facilitation, negotiation and presentation skills.

Demonstrated ability to facilitate and coordinate user acceptance testing (UAT) and obtain signoffs

Knowledge of software implementation and development methodologies, processes and practices

Working knowledge or experience in city-specific subject matters and technology platforms would be an asset

Skills in data modelling, data mapping, and systems integration are an asset

Skills in creating mockups/ prototypes to conceptualize software design are an asset
-
Skills in creating test plans, writing test cases, and supporting software application testing are an asset
