Middle managers have a critical role in employee engagement and the culture of our organization. In this position, your leadership will be required in translating and cascading strategic direction into operational actions contributing to the achievement of our goals. You will be responsible for delivering your own work, as well as the work of others for whom you have supervisory responsibilities.

In this position, you will:

  • Build and develop a team of two analysts who are empowered to support the ministry’s legislative, privacy and legal commitments.
  • Advise, support, and guide senior leaders through legislative and Cabinet processes.
  • Oversee and augment the ministry’s privacy compliance program.
  • Develop and implement a comprehensive records and information management program.
  • Support contract administration and procurement across the ministry.
  • Develop and/or update policies, procedures and templates related to legislative items, contracts, records and privacy.
  • Act as the ministry’s primary liaison with Cabinet Secretariat, Justice and Attorney General, The Office of Information and Privacy Commissioner and others as needed.
  • Manage relationships with internal and external partners and resolve conflict when required.

The Opportunity

The Information Services team within the Corporate Services Branch is seeking an experienced professional with strong leadership, accountability and problem-solving skills, along with subject matter expertise in Cabinet processes, access and privacy, contracts and records management.

As the Manager, Information Services, you will be responsible for:

  • Legislative and Cabinet: Develop and deliver training for ministry employees to understand and comply with all legislative processes. Refine internal Cabinet processes to strengthen communication and meet aggressive timelines.
  • Legal: Serve as a central point of contact between the ministry and legal counsel; coordinate legal review and solicit legal advice when required; manage, distribute and track legal documents.
  • Access and Privacy: Manage the ministry's response to Access to Information requests; develop and implement privacy policies, procedures, and controls to ensure compliance with applicable laws and regulations; collaborate with cross-functional teams to address privacy-related issues and implement best practices; provide guidance and training to employees on privacy-related matters, and investigate and monitor privacy incidents and breaches, ensuring appropriate responses are taken.
  • Contracts and Procurement: Maintain, update and enhance the Ministry’s contracting policies and processes and monitor compliance to policies and processes; train and guide employees in procurement policies and processes; review contracts and contract documentation and provide guidance; support overall contract management in the ministry and assist with the utilization of the Supply Chain Management system (i.e., GEM).
  • Records: Lead the development of the ministry’s Operational Records System (ORS); establish and maintain governance structures and standards to strengthen compliance with legal and regulatory requirements; provide guidance and training to employees on records management policies, procedures, and best practices.

Ideal Candidate

The successful candidate will be an experienced Information Services professional who is knowledgeable and/or skilled in the following:

  • Reading and interpreting legislation and understanding legislative authorities.
  • Access and Privacy, especially in understanding and consistently applying The Freedom of Information and Protection of Privacy Act.
  • Procurement, including trade agreement considerations, Financial Administration Manual requirements and Procurement Management Division policies.
  • Contract creation and amendments.
  • Records and information management services, including the understanding and applying of The Administrative Records Management System.
  • Building and maintaining relationships with key stakeholders, including government officials.
  • Driving initiatives to completion.
  • Change management and project management principles.

Typically, the knowledge, skills and experience required for this position would be acquired through.

  • A degree in public policy/administration, business administration, law, social sciences, or equivalent.
  • Several years’ experience with legislative and cabinet processes, access and privacy, and records management.
  • Understanding of human resource management principles and strategies.
  • An equivalent combination of relevant educational qualifications combined with related technical and management experience will be considered.
