Project
The Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish, British Columbia. It involves the construction and operation of a liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site, which would have a storage capacity of 250,000 m3 and would produce approximately 2.1 million tons per year of LNG.

Position
The Senior Subcontracts Specialist is an integral part of Woodfibre LNG’s dynamic team. You will execute the Owner’s procurement and subcontracting activities that supports and guides the efforts of Prime Contractor procurement awards, issued primarily on Contractor Paper, from creation and approval of bid slates all the way through mobilization, demobilization, and close-out of Subcontract agreement. The successful candidate will be responsible for Subcontracting activities, which may include a mix of both full lifecycle subcontracting responsibilities on various packages, EPC lower tier Subcontractors and as well as post-award subcontract administration. The successful candidate reports directly to the Subcontracts Manager and will play an essential part in supporting the company’s engineering and senior management team through the construction phase of the project.
Key Responsibilities**:**
The successful applicant will:
- Provide end to end subcontract management through effective execution of subcontracts on the Project with close coordination with PMT stakeholders and EPC Counterparts.
- Become conversant in Prime EPC Contract rights & obligations. Establish a sound understanding of the need for Contract flow-downs, obligations and interface roles of the Prime EPC Contractor while demonstrating assurances of the subcontractor’s compliance to the leadership team.
- Coordinate with EPC team to manage major Subcontractors Contracts including Change management, claims, disputes, schedule extension, closeout and contract award.
- Determine the appropriate type of contract (Lumpsum, Cost-Plus, Unit price, Time and Material, etc.) for different scopes.
- Collaborate with project team (project managers, engineers and construction team) to align procurement & construction activities to support construction execution requirements and dates.
- Review subcontract RFQ packages, proposals, bid recommendations and service agreements including terms and conditions, cost, schedule and other conditions necessary to meet project requirements for compliance with the Prime Contract and approved Contractor Execution Plans.
- Maintain and optimize where needed project procurement and subcontract processes, procedures, templates, systems, and reporting.
- Conduct procurement & subcontract activities aligned with established budget, schedule, quality, cost objectives.
- Efficiently monitor, report and present key project performance indicators and subcontract statistics to PMT Leadership; highlight any activities that impact the project including both opportunities and/or potential risks.
- Build relationships and coordinates activities with internal project stakeholders to ensure timely and accurate review and approval of all sub-Contractor and internal documentation necessary to award purchase orders and subcontract agreements.
- Ensure Prime Contractor commitment execution remains compliant with the individual Project Procurement and Subcontracts Plans.
- Ensures effective communication of subcontract and relevant subcontract procurement activities to the project team (purchasing, logistics, quality control surveillance, supplier quality, trade compliance, expediting, etc.).
- Maintains and provide suitable Management-level reporting of project budget information for subcontracting activities.
- Evaluates and advises the Subcontracts Manager regarding any gaps, change orders, claims, and disputes.
- Identify, resolve, and mitigate any issues relating to subcontractors performance while ensuring a positive working relationship.
- Ensure that all subcontract activities within the area of responsibility are conducted in accordance with RGE Core Values, the Ethics Policy, and the Supply Chain Code of Conduct.
Requirements
Required Experience**:**
- Bachelor’s degree in engineering, Business, or a related field from an accredited university.
- 10-15 years of increasingly complex project related experiences with at least 5-7 years of dedicated experience in subcontracting for major capital projects in the petroleum industry.
- Preference slanted toward experience gained representing the owner/operating company and EPC Company.
- Prior LNG experience highly desired.
- Strong competence across multiple Supply Chain Management functional areas (subcontracts, procurement, logistics, warehousing, etc.).
- Experienced in full cycle contracting and procurement - tendering, tender evaluation, clarification, negotiation, formation, and execution through to completion and close out.
- Experienced in issuing correspondence, assessing changes and claims, analysis of progress and processing of invoices.
- Demonstrated ability to develop reports for and presentations to management.
Additional Requirements**:**
- Expertise with a variety of computer programs (e.g., Office 365. MS Teams, Excel, Word DocuSign, and Adobe Acrobat)
- Demonstrated interpersonal/teambuilding skills.
- Strong written and oral communication skills.
- Ability to build relationships quickly in multi-disciplinary, multi-cultural, and multi-company environments.
- Ability to work well under pressure and manage multiple tasks and changing priorities within tight time frames.
- Willing to see the project through long term.
- The position is based at the Company’s Office in Vancouver, followed by visits to vendor’s sites, and Squamish, BC (Project Site) as required.
- A valid driver’s license and passport.
