Job Description:
POSITION PURPOSE SUMMARY:
The role will plan, develop, organize, and give oversight to corps-operated Community and Family Services facilities and programs and manage a team of support workers and professionals to achieve standardization and develop outcome measurement tools to determine best practices in a community and family services setting.
ACCOUNTABILITIES:
The incumbent may perform all, some, or similar range of duties.
- Program and Service Responsibilities
- Provide oversight and leadership to relevant programs and special/seasonal events (such as, but not limited to, Christmas Hamper, Summer Camp, Canstruction, Best First Day), ensuring ministry and program objectives are consistently met within Salvation Army mission, vision, policies, funder expectations, and all legal requirements.
- In collaboration with the Leaders – research, plan, develop, prepare, and deliver creative and innovative programming designed to address community needs, ensuring ministry objectives are consistently accomplished and that a spiritual focus is applied to program initiatives.
- Identify gaps in service through trend analysis and develop activities, services and/or partnerships to fill these gaps in consultation with the Senior Leaders.
- Ensure strong community and local Corps/ministry unit partnerships and collaborations are formed or maintained in order to develop new programs and initiatives.
- Work alongside Corps/ministry unit leads to create and facilitate integrated programming throughout the area.
- Operate within effective change-management, organizational development, and staff engagement principles to promote service excellence and develop strong teams.
- Donor/Community Relations
- In conjunction with the senior leaders, facilitate the development, implementation, and evaluation of a short-term and long-range strategic community relations plan.
- Continually develop creative and engaging ways to ensure the Mission, Vision and work of The Salvation Army Community and Family Services is understood and promoted.
- Seek opportunities to build and develop strong relationships with current and potential stakeholders (businesses, community-based organizations, and other potential partners); ensuring partners/donors are recognized and commitments are fulfilled.
- Steward stakeholders to ensure continued support.
- Maintain a presence at local community events, fairs, etc.
- Create new fundraising initiatives and provide ongoing updates, in coordination with the Community & Family Services management team.
- In collaboration with the Community & Family Services team, update and maintain promotional materials, such as presentations, brochures, flyers, advertisements, newsletters etc.
- Oversee marketing of relevant programming; train and teach other staff to use marketing/advertising software and provides approval for designs before being made public.
- Oversee social media for the ministry unit, ensuring a dynamic social media presence for CFS programs and special events.
- HR
- Responsible for the leadership and coordination of the volunteer program for local Community and Family Services, including directing the development strategies for recruitment, training, and retention of volunteers.
- Liaise with THQ/DHQ Volunteer Coordinator to gain an understanding of all Volunteer Policies & Procedures / Best Practices and ensure compliance throughout all London Community and Family Services programs.
- Provide direction and support to volunteers working within their programs/special events and ensure that they work to achieve the purposes of The Salvation Army.
- Responsible for preparing the volunteer work schedule for volunteers in programs under their areas of responsibility.
- Hire, orientate, train, reward, and discipline in consultation with the Senior Leaders ensuring compliance with and Territorial/National/Provincial Standards.
- Provide ongoing, consistent coaching, performance feedback, and manage the evaluation (including probationary evaluations) of employees they supervise, ensuring that they work together to achieve the purpose of the organization and enhance the ministries of The Salvation Army.
- Prepare, post, and maintain all departmental work schedules for those supervised in accordance with operational requirements ensuring adequate coverage.
- Track and monitor employee recognition records and plan recognition events.
- In collaboration with the management/supervisory team, develop strategies and recommendations for staff and volunteer development.
- In collaboration with the management/supervisory team, develop and implement approaches that promote staff engagement and retention.
- Responsible to develop and maintain a positive working relationship with union stewards and aid in creating a labour management culture of mutual respect.
- Maintain a strong understanding of the Collective Bargaining Agreement and ensure it is accurately followed, if applicable.
- Financial and Administration
- In consultation with the Senior Leaders, assist with the preparation of grant/funding applications.
- Provide feedback to the Senior Leaders on business and program matters to ensure program excellence through program and outcome evaluation, external consultation, continuous quality improvement and standards of ethical practice.
- Responsible to ensure they work within the budget for their specific programs; provides input to the Senior Leaders for the preparation of the annual budget.
- Develop the necessary systems, processes, and tools to better support the facilitation, collection and sharing of knowledge generated from programs, reports, and evaluations. Prepare and submit reports, proposals, program evaluations, and/or business plans as requested to Senior Leaders.
- Maintain accurate confidential written records, logs of activities, including activity reports and statistical information, are collected for each program and reports are submitted as required and client data in Link2Feed.
- Prepare, analyze, submit, and act on incident reports and complaints, maintain records of all reports and deal with complaints effectively and in a timely manner.
- Responsible to ensure monetary and non-monetary donations received through their programs are accurately recorded and distributed following TSA Finance guidelines; ensuring information is forwarded on for the issuing of donation receipts for income tax purposes.
- Responsible to provide administrative and IT support to the CFS team, including maintaining and updating website; managing phone system (including cell phones); ensuring all office equipment is in good working order.
- Provide administrative support to the Senior Leaders as required, including management of the filing system.
- Policies, Procedures and Best Practices
- As required, develop, establish, and implement MU policies and procedures to achieve compliance with Salvation Army policies and procedures, applicable federal and provincial legislation, as well as other legal requirements and best practices; comply with all Salvation Army operating guidelines, Minutes, Directives, etc. and consult with the Senior Leaders.
- Ensure that all policies, procedures, and protocols are up to date and meet compliance requirements, reviewing all on a regular basis (minimum yearly).
- Assist with preparation for any audits and reviews, including risk assessments etc.
- Health and Safety
- Understand and work in compliance with the provincial Health and Safety Act and Regulations and abide by The Salvation Army’s health and safety policies and procedures.
- Ensure that the measures and procedures prescribed are carried out in the workplace and that every reasonable precaution is taken for the protection of the worker and workplace.
- Identify and implement effective practices for risk management to ensure workplace safety, minimize liability, and uphold the reputation of The Salvation Army and Ministry Units.
- Ensure that equipment, materials, and protective devises as prescribed are provided and maintained in good condition.
- Ensure that proper procedures are followed in the event of a workplace injury or illness and that incident investigations are conducted as applicable.
- Perform other duties as required. Performs other work-related duties as assigned.
FINANCIAL AND MATERIAL MANAGEMENT:
- Minor material responsibilities.
- Regular responsibility for minor financial matters and for wise use of own resources.
- May be authorized to handle a credit card or cash (e.g., program donations, fundraisers).
- Some input to annual budget or revenue projections.
- Maintain the department annual budget in collaboration with the Senior Leader.
- The above responsibilities must be discharged in accordance with The Salvation Army’s Mission Statement, in a professional manner, upholding our code of conduct.
WORKING CONDITIONS:
- Working environment is typically in the office setting in generally agreeable conditions.
- Some requirements to work outside or in a variety of locations may apply to some roles.
- Ability to lift up to 20 pounds.
- May be required to deal with challenging behaviours and verbal abuse.
- Driving to various communities and ministry units (valid driver’s license required).
- Willingness to work evenings and weekends to meet program needs.
- Flexibility in work schedule is required based on programming schedules.

EDUCATION AND EXPEREINCE REQUIREMENTS:
- Willingness to develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities.
- Work in compliance with OH&S Act and Regulations and abide by The Salvation Army’s health and safety policies and procedures.
- Ability to provide an original copy of a Background Check that is satisfactory to The Salvation Army, in its sole discretion, is required, including Child Check (if appropriate).

Education, Qualifications and Certifications:
- Completion of a formal post-secondary/college/University program of three academic years in a related field.
- Current CPR/First Aid Certification or willingness to obtain.
- Ability to provide or willingness to obtain a First Aid/CPR Certification and Non-violent Crisis Intervention and Prevention Certifications.
- Alternative combinations of education and experience may be considered.
Experience and Knowledge:
- Minimum of five (5) years of experience, including prior related team lead/supervisory experience, experience working with children and youth and community and social services programs.
- Strong computer skills and experience using Microsoft Office Suite.
- Proven ability to manage, coach, and motivate.
- Knowledge of community-based resources and experience networking with government and social service agencies.
- Understanding for individuals of diverse social and cultural backgrounds.
Skills and Capabilities:
- Strong understanding of community development and a demonstrated ability to create and foster strong relationships with community partners resulting in mutually beneficial collaboration.
- Knowledge of community-based resources, Salvation Army programs and resources and experience networking with government and social service agencies.
- Committed to service excellence with a base knowledge of human resource management, and leadership principles as they relate to non-profit organizations; able to lead, coach, inspire, and motivate teams to reach their full potential, thus enhancing organizational effectiveness.

Compensation:
The target hiring range for this position is $62,673.90 to $78,342.38 with a maximum of $94,010.85.
Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
