EfficiencyPEI was established to assist Islanders in reducing their energy consumption and minimizing the environmental footprint of their daily activities. EfficiencyPEI also provides Islanders with one-stop-shopping for energy efficiency programs, services and information. Under the direction of the Senior Manager, Energy Policy and Programs, the Manager, Programs and Services will be responsible for the day-to-day operation of efficiencyPEI’s energy programs and services to the public as well as the development and implementation of energy efficiency programs delivered to Island homeowners and businesses.

Duties will include but are not limited to:

  • Directly manage staff responsible for implementing incentive programs;
  • Provide guidance, training and support to other staff within efficiencyPEI on energy efficiency and efficiencyPEI programs;
  • Reviewing, approving and signing off on incentive applications for clients of energy efficiency programs;
  • Direct the development and implementation of energy efficiency programs and services to be delivered by efficiencyPEI;
  • Work with Measurement and Verification Officers for ongoing evaluation of the effectiveness of the programs and services delivered by efficiencyPEI;
  • Identifying and implementing any required changes in programs criteria, eligibility, scope, budget, etc. through engaging with stakeholders, consultants, and analyzing program data and industry trends;
  • Consult with other provincial, federal and municipal government departments and agencies, electrical utilities, energy service providers and other public interest groups to coordinate the implementation of energy efficiency programs and services in Prince Edward Island;
  • Sit on various committees as required such as Canadian Advisory Council on Energy Efficiency, Steering Committee on Energy Efficiency and Holland College advisory committees;
  • Directing the collection and analysis of data obtained through applications, inspections and contractor reporting for monitoring and evaluation purposes;
  • Work with Measurement and Verification Officer and Measurement and Verification consultants to ensure reporting to regulatory bodies (IRAC) and federal funding partners (Environment Canada, Natural Resources Canada) is done in a timely and accurate manner;
  • Writing of Treasury Board and Executive Council memos, and Briefing Notes as required;
  • Developing, negotiating and managing contracts with third party contractors and consultants for the delivery of specific services to efficiencyPEI;
  • Negotiate and sign off on contracts;
  • Overseeing and directing the preparation of information materials with respect to the implementation/installation of energy efficient technologies;
  • Development and delivery of public information sessions to the general public;
  • Prepare annual reports and develop publications;
  • Oversee and direct development of program materials;
  • Oversee and direct implementation and maintenance of Client Relationship Management (CRM) software;
  • Oversee and direct program and office policy manuals and procedures;
  • Other duties as required.

Minimum Qualifications:

  • Must have a Bachelor’s Degree in a related discipline.
  • Demonstrated equivalencies will be considered.
  • Must have extensive experience in the design and delivery of energy efficiency programs.
  • Must have extensive knowledge of building and energy codes.
  • Must have extensive knowledge of energy rating systems such as LEED, R2000, Passive House, ENERGY STAR, Design Lighting Consortium.
  • Must have extensive knowledge of extra-jurisdictional energy efficiency activities of FPT committees, efficiency agencies, industry groups and standards organizations.
  • Must have extensive experience in the design and use of energy efficiency materials, techniques and technologies in the building sector.
  • Must possess excellent written and oral communication skills and excellent interpersonal skills.
  • Must have a strong analytical skills and decision making skills, with the ability to dissect and interpret data.
  • Ability to organize a multi-task workload and be flexible with responsibilities.
  • Demonstrate strong planning and organizational skills.
  • Be highly motivated, self-directed and delivery focused.
  • Must have strong computer skills including Word, Excel, PowerPoint, HTML and Internet research as well as strong skills in specialty energy efficiency software tools such as RETSCREEN and HOT2000.
  • Must have access to a reliable vehicle, and possess an acceptable driver's license.
