Position Summary Join our team as a Program Specialist - Social Inclusion, where you'll develop and deliver impactful recreation and leisure services tailored to marginalized populations, including individuals with disabilities, youth, seniors, newcomers, Indigenous peoples, and LGBTQ+ communities. In this dynamic role, reporting to the Coordinator of Community & Inclusion Recreation Programs, you'll be at the forefront of creating accessible and inclusive opportunities for all.

Key Duties & Responsibilities

  • Develops and implements strategies for accessible and inclusive programs for Regina’s target populations.
  • Facilitates community-based sport, culture, and recreation programs with organizations and government agencies, addressing service gaps through consultation.
  • Maintains relationships with community groups, City departments, schools, and user groups to promote leisure services.
  • Works with Aquatics and Neighbourhood Centre teams to develop inclusive/adapted programs and improve program planning.
  • Collaborates with the Program Coordinator to ensure program efficiency and quality standards.
  • Hires, trains, supervises, schedules, and evaluates casual staff; delivers staff and volunteer training on accessibility and inclusion.
  • Oversees recreation programs within the Community & Inclusion Recreation Programs unit, contributing to policy development, special events, and budget preparation.
  • Represents the department at public meetings and develops long- and short-term plans for leisure opportunities.
  • Coordinates purchasing and maintenance of program equipment and manages public inquiries.
  • Prepares reports, correspondence, and statistical data related to recreation programs.

Key Qualifications

  • The knowledge, skills and abilities required for this position are obtained through a completion of a Diploma in Therapeutic Recreation or Recreation and Community Development or two (2) years of post-secondary education in a degree program in Kinesiology, specializing in Adapted Physical Activity (APA) and/or Therapeutic Recreation or related discipline.
  • Three (3) to five (5) years experience in working with marginalized populations; people experiencing disability, youth, seniors, newcomers, Indigenous communities, gender and sexual diverse communities, and others facing barriers to access in the provision of recreation and leisure services.
  • Knowledge of marginalized populations and inclusive recreation practices.
  • Ability to supervise staff, manage union agreements, and interpret policies.
  • Strong communication, facilitation, and teamwork skills.
  • Knowledge of Occupational Health and Safety legislation and facility scheduling software.

  • Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy.
  • Proof of education is required.
  • Additional assessments may be conducted to evaluate competencies, skills, and knowledge.
