The Manager, Clinical Informatics reports to the Director and is responsible to oversee the day-to-day management, operations, and evaluation of the clinical informatics services. The role leads the team in the transformation of clinical practices, processes, documentation and reporting enabled by the integration of technologies to enhance care quality, safety and efficiency. Their goal is to successfully advance the meaningful use of electronic health records (EHRs) in acute, community and primary care. Collaborating across and within the health organizations, the position provides strategic, tactical and operational EHR expertise to the clinical teams and leaders. The position acts as the senior clinical informatics strategist and subject matter expert that translates and prioritizes clinical requirements into the selection, design, build, implementation, maintenance and evaluation of clinical system technologies to enable person and family-centered care. The role also leads the planning, budgeting, scheduling, recruiting, training and performance of the clinical informatics team.

Duties/Accountabilities

Manages the clinical informatics team and related services by providing clinical informatics strategic expertise towards developing a vision and a roadmap for clinical informatics services and projects. Provides clinical informatics leadership to ensure information and communication technology design and future state workflows enable transformation and innovation in clinical practice, education, administration, and research across the continuum of care and across specified programs and/or specialties within PHSA. Facilitates the integration of technologies into clinical practice to enhance efficiency, safety and care quality. Leads, collaboratively with the program/specialty and unit leadership, the efforts of clinical change management, development and roll out of effective learning strategies to prepare the sites for implementations and provides expert input towards clinical system design, build and maintenance decisions and implementations. Applies and provides informatics expertise to the development and operationalization of a framework to manage, govern, and sustain clinical content. Recommends prioritization for requests that require resourcing. Develops and promotes flexible and sustainable education and training strategies to gain commitment to implemented processes. Provides the strategic advice, facilitation and planning related to the clinical transformation and quality improvement efforts that leverage technologies and EHRs. Manages the clinical requirement elicitation, translation and prioritization work that guides the selection, design, implementation, maintenance, evaluation and improvement of EHRs. Enhances clinical adoption by leading the post-implementation assessment process. Reviews design and usage of information systems with a view to maximize the benefits and to increase patient safety. Evaluates and monitors success to ensure effective implementation of current and future quality initiatives and system improvements. Participates in the development of future state clinical content, workflows, and all necessary linkages to recommend appropriate clinical decision support interventions and future state workflows. Provides full scope project management leadership for projects under the assigned Clinical Informatics portfolio including developing detailed project charters and plans; facilitating consensus with stakeholders; coordinating and executing project plans; tracking and reporting on progress and major issues; making recommendations for changes to project scope; and ensuring project deliverables and timelines are met. Acts as a resource to project teams and other staff. Recommends capital and operating budget plans for services within the program to the Director. Implements, manages, and assumes responsibility for approved capital and operating budgets taking corrective actions as necessary. Monitors expenditures and performs variance analysis and reporting. Develops an evaluation process that includes identification of key performance indicators (KPIs), data collection, analysis, monitoring system reports, and sharing, and escalation of these as appropriate at the program/specialty level. Facilitates the validation of these KPIs for measurement of process and outcomes, and ensures they are incorporated into system configuration. Uses these measures to monitor adoption and transform clinical practices. Supervises staff, establishing clear definitions of responsibility for each team member; reviews workload assignments and adjusts resources according to workload. Selects, directs, evaluates, disciplines, and terminates staff in accordance with policies. Establishes work expectations and evaluates performance. Acts as a mentor for the clinical informatics team and provides coaching where required. Provides leadership support to the clinical informatics governance committees within the health organization/department/program and participates in provincial committees and initiatives that impact clinical system technologies. Ensures the development and appropriate approval of policies, procedures, and measures to evaluate the effectiveness and efficiency of clinical informatics services. Provides oversight and supports the functions of the clinical informatics team to ensure data quality standards are being assessed and continuous improvements are being made to meet the standards. This includes error correction/data integrity activities and audit processes to ensure quality data collection and system efficiency. Collaborates on the development of relevant design standards, nomenclature, coding, decision support, quality assurance, and testing activities. Develops, implements and communicates informatics related policies, procedures and workflow changes and applies informatics expertise to approaches for knowledge management. Maintains familiarity with clinical informatics developments in the healthcare industry and participates in advising on implementation of related standards, tools, and processes.

Qualifications

A level of education, training, and experience equivalent to a Bachelor’s Degree in Nursing or a Health Sciences Profession supplemented with seven (7) to ten (10) years’ experience in leading major clinical or quality improvement initiatives in a large, complex health care environment. Previous experience leading or supervising teams in the design and implementation of clinical systems is preferred. Current practicing registration with the applicable provincial college or association.

Comprehensive knowledge of clinical process, workflows, clinical services delivery and patient/client satisfaction determinants, and of the applicable standards of practice and guidelines for clinical practitioners. Strong understanding of clinical information and data and how these are managed and operationalized within the clinical information system to create knowledge. Possesses a solid awareness of new trends in clinical practice and information systems. Demonstrated knowledge and skill in implementing evidence-based practice in a clinical setting and ability to introduce clinical and policy change to designated program area(s). Proven ability to apply systems and critical thinking in a complex multi-disciplinary environment involving provider, nursing, and clinician communities. Demonstrated ability to create and execute plans and ensure timelines are met while working with a variety of stakeholders. Exercises initiative, self-direction and problem solving abilities to identity gaps and opportunities for improvement. Uses effective facilitation, communication and negotiation abilities to achieve consensus, resolve conflict, achieve desired outcomes and address potential barriers to success. Demonstrated ability to lead project teams, and organizes and direct work efforts to meet deadlines and realization project completion. Demonstrated ability to operate related equipment and use current computer applications (MS Office, etc.) and computerized healthcare applications. Demonstrated ability to work independently or as part of a team.
