Under the authority of the Director of Public Works, the incumbent is responsible for planning, organizing, directing, and coordinating activities related to the department’s contract management, including the supervision and administrative monitoring of contracts, as well as the development and implementation of environmental initiatives.
Your main responsibilities :
- Plans, organizes, directs, controls, and coordinates all division activities in accordance with established policies, regulations, and programs.
- Determines, in collaboration with his or her supervisor, the priorities for his or her division.
- Determines the criteria to be used in preparing calls to tender and oversees their implementation.

- Prepares monthly documentation required for the council and follows up on it (e.g., summaries of decisions).
- Coordinates and plans the preparation of environmental projects, including but not limited to waste management, canopy management, stormwater management, climate resilience, and GHG reduction, and ensures their implementation according to established parameters.
- Reviews the processes and working methods of his/her division in order to optimize them and build high-performing teams.
- Manages the human, financial, and material resources of his or her work team.
- Conducts the studies and analyses necessary to determine capital requirements and implement special projects, including long-term budget projections, and submits appropriate recommendations. Ensures the necessary planning and, where applicable, drafts the proposed regulations requiring funding.
- In conjunction with the engineering division, makes the necessary recommendations on various construction, rehabilitation, excavation, and other projects.
- Oversees the development of design and material selection policies, as well as the determination of work schedules and timelines. Oversees the preparation of technical specifications and requirements, analyzes bids, and makes appropriate recommendations.
- Analyzes and monitors contract progress and, if necessary, implements the necessary corrective and preventive measures.
- Receives, analyzes, and processes complaints from citizens within his or her area of expertise and ensures that appropriate corrective and preventive measures are taken.
- Receives and analyzes claims for damages falling under the jurisdiction of Public Works. Prepares the technical files required by the City’s insurer, analyzes and follows up on files relating to damage to urban property.
- Analyzes and coordinates signage projects within the City.
- Ensures the development and training of employees in his or her division, recommends required staffing levels, sets performance measures, and evaluates the performance of employees under his or her supervision.
- Ensures the health and safety of employees under his or her responsibility and ensures the application of established human resources management rules and practices.
- Makes the necessary recommendations for hiring, dismissals, and disciplinary measures for employees in his or her department, in conjunction with Human Ressources.
- Plans, analyzes, and controls the operating budgets under his or her responsibility.
- As needed, sits on various internal or external committees related to his or her field of expertise.
- Assumes any other responsibilities that may be assigned by his or her supervisor.
Qualifications required
Required qualifications
Education and professional experience

Bachelor’s degree in engineering or any other discipline relevant to the position.

Five to seven years of relevant experience in municipal contract management.
