JOB SUMMARY:
Reporting to the Director of Housing the Capital Projects Manager plays an integral leadership role within the operations of the Housing Department. The Capital Projects Manager leads the planning, execution, and delivery of large-scale capital investment projects. These projects typically involve infrastructure development, construction, or major renovations. The role blends strategic oversight, financial management, and stakeholder coordination to ensure projects are completed on time, within budget, and aligned with organizational goals.
POSITION DUTIES:
Capital Planning & Delivery
-
Develop and manage multi-year capital plans based on asset condition assessments, inspections, and tenant feedback
-
Lead the execution of capital projects including new builds, retrofits, and energy efficiency upgrades
-
Coordinate with architects, engineers, and contractors to ensure project specifications meet housing standards
Budgeting & Funding
-
Prepare and monitor capital budgets, ensuring cost-effective delivery and financial accountability
-
Identify and apply for external funding sources (e.g., CMHC, COCHI, provincial grants)
-
Track expenditures and provide transparent financial reporting to leadership and funders
Procurement & Contracting
-
Lead procurement processes in alignment with housing department policies
-
Negotiate and manage contracts with vendors, consultants and construction firms
-
Ensure fair, transparent and competitive bidding practices
Stakeholder Coordination
-
Liaison with tenants, community and internal departments to align project goals with community needs
-
Collaborate with architects, engineers, contractors, and internal departments
-
Lead project meetings and provide regular updates to senior leadership
-
Resolve conflicts and ensure alignment across teams
Regulatory Compliance
-
Ensure adherence to building codes, environmental regulations, and safety standards
-
Monitor legal and regulatory changes that may impact project delivery
Post-Project Evaluation
- Conduct project close-out reviews and lessons-learned sessions
- Recommend improvements for future capital planning initiatives
- Other duties and responsibilities as assigned.
TERMS AND CONDITIONS OF EMPLOYMENT:
- Respect for, sensitivity towards as well as knowledge and understanding of Anishnawbek culture, traditions, and the Seven Grandfather Teachings.
- Must be able to work flexible hours, including evenings and weekends.
- Is subject to six months’ probation.
- Clear Criminal Records Check (CPIC) that is valid within 6 months.
- Valid driver’s license and vehicle for on-the-job use.

QUALIFICATIONS:

Degree or diploma in Engineering, Architecture, Construction Management, or related field

5–10 years of experience managing capital or infrastructure projects

Strong knowledge of project management methodologies (e.g., PMP, PRINCE2)

Strong knowledge of affordable housing programs, funding mechanisms and asset management
-
Proficiency in budgeting, procurement, and contract management
-
Excellent communication, leadership, and negotiation skills
