Overview
Reporting to the Manager, Support Services, this position conducts complex research and analysis of community programs and services and departmental operations to identify issues and opportunities for improvement. Additionally, this position examines operational business processes and resource deployment relative to workload trends and service level expectations, helps identify operational efficiencies and effectiveness, and provides technical, business and policy advice to senior management relative to organizational performance. The Policy and Reporting Analyst works with Senior Management to prioritize future resource allocations and develop performance targets and initiatives in support of community priorities. Policy and Reporting Analyst conducts strategic business analysis and uses advanced critical thinking, strong problem resolution and analytical skills, performs risk control assessments and takes initiative to plan and develop a project from its inception to implementation.
Examples of key responsibilities include, but are not limited to:
- Following the direction of the Director, Police Services, the Policy and Reporting Analyst administers the Richmond Detachment’s strategic planning functions by managing various reporting streams, creating policies and processes, implementing governance structure, tracking compliance documentation, and evaluating the efficiency of programs and systems.
- Following the direction of the Director, Police Services, develops and manages the Richmond RCMP strategic, performance and resource planning to enhance public policy and programs.
- Develops research methodologies, including surveys, questionnaires, and literature reviews to collect data relevant to the subject/study area.
- Reviews and analyzes data and information from internal and external sources and develops detailed recommendations to meet operational and program objectives.
- Prepares comprehensive reports to document research and analysis findings and delivers presentations to the RCMP Senior Management Team and other stakeholders.
- Assists in the preparation of business cases related to long-term strategies.
- Ensure the Detachment/City program initiatives are aligned with the RCMP/City's Mission, Vision and Values.
- Conducts research and analysis in support of the Detachment’s strategic and operational planning efforts, performance measure development, monitoring, and evaluation processes.
- Coordinates the drafting and submission of various reports, memos and correspondence.
- Provides advisory guidance and communication to the Senior Management Team and all staff relating to strategic planning, internal/external reporting practices and organizational controls.
- Tracks police and municipal employee resource needs and develops multi-year resource plans based on projected demands and emerging pressures.
- Conducts extensive research, including quantitative and qualitative analysis and literature review.
- Establishes and incorporates risk management concepts, procedures, processes and systems into the operations of the Richmond Detachment. S
- Supports the Treasury Board of Canada’s Integrated Risk Management framework and the assurance on accountability.
- Conducts Quality Assurance audits and reviews to assess compliance with operational, financial, administrative and program responsibilities.
- Performs risk control assessments, to proactively identify and manage operational risks and emerging issues.
- Develops plans, monitors and evaluates the effectiveness of mitigation strategies and controls.
- Prepares and presents risk profile reports on the City of Richmond's RCMP Detachment risk exposures.
Knowledge, Skills & Abilities:
- Demonstrated knowledge in the field of research and analysis, and direct experience in developing research methodologies, applying statistical methods, and analyzing data.
- Ability to develop project plans, compelling business cases and write comprehensive reports.
- Ability to communicate
- Demonstrated ability to take initiative to plan and develop a project from its inception to implementation.
- Experience in critical thinking, issue identification, and problem-solving.
- Ability to conduct qualitative and quantitative research methodology.
- Possesses strong written and verbal communication skills.
- Extensive knowledge of Criminal Code of Canada and Provincial Legislation.
- Ability to recognize and highlight risk to the organization based on analysis of research results.
- Ability to present findings and reports to the Senior Management Team, City of Richmond Senior Staff and Mayor and Council if required.
- Knowledge of police-based computer applications such as PRIME and APPS.
- Ability to obtain and maintain an RCMP Enhanced Security Clearance.
Qualifications and Experience:
- An undergraduate degree in business, criminology, computer science, or related social science discipline from a recognized post-secondary institution supplemented by information technology courses including statistics, data analysis and/or research methodology.
- At least two (2) years of relevant professional experience in business analysis, preferably within a municipal public safety or policing environment with demonstrated knowledge in the field of research and analysis, and direct experience in developing research methodologies, applying statistical methods, and analyzing data.
Working Conditions:
Duties are performed in an office environment.
