About the Opportunity
Reporting to the Vice President/President and working closely with the Director of Estimating & Contracts, the Chief Estimator will lead the estimating department through all phases of the tender process. This role is responsible for producing accurate, competitive estimates, developing bid strategies, mentoring the estimating team, and supporting profitable project acquisition across a diverse portfolio of ICI construction projects.
Key Responsibilities
Leadership & Estimating Lead, mentor, and develop the estimating team while fostering a collaborative, high-performance culture. Prepare and oversee detailed cost estimates including labour, materials, equipment, subcontractors, and project risks. Review drawings, specifications, soils reports, designated substance reports, and tender documents to identify scope, risks, and discrepancies. Ensure site visits are completed and critical project information is incorporated into estimates.
Tendering & Pre-Construction
Manage the complete tender closing process and ensure compliant, on-time bid submissions. Collaborate with Business Development and Operations to develop pricing strategies, review project risks, and improve bid competitiveness. Complete preliminary bid checklists, bonding and insurance requests, bid summaries, and submission documentation. Oversee quantity take-offs including excavation, cut/fill, site servicing, formwork, and concrete.
Business Strategy & Risk Management
Develop value engineering opportunities while maintaining project quality and compliance. Conduct project risk assessments and implement strategies to maximize profitability. Build and maintain strong relationships with subcontractors, suppliers, consultants, and clients to secure competitive pricing and strengthen industry partnerships. Monitor market trends, construction costs, and competitor activity to support strategic estimating decisions. Maintain accurate trade lists, subcontractor databases, and estimating resources.
Skills & Attributes
Excellent communication and interpersonal skills. Strategic thinker with an entrepreneurial mindset. Strong analytical and problem-solving abilities. Ability to perform under pressure and consistently meet tight deadlines. High attention to detail and exceptional organizational skills. Proven ability to mentor, coach, and develop estimating professionals. Self-motivated with strong initiative, accountability, and leadership presence. Experience preparing Class D, C, B, and A budgets and working on unit-rate tenders.
Qualifications
Engineering Degree, Construction Management Degree, Technical College Diploma, or equivalent combination of education and experience. Minimum 10 years of estimating experience within the ICI construction industry. Demonstrated experience leading estimating teams and managing complex tender submissions. Strong understanding of construction methods, materials, estimating, budgeting, scheduling, procurement, and safety requirements. Thorough knowledge of CCDC 5 and CCDC 14 contracts. Proficiency with Microsoft Office Suite, including Excel and Microsoft Project. Proven success leading tender closings from prequalification through submission. Gold Seal Certification, LEED Accreditation, and experience with Procore and/or BIM are considered strong assets.
