The Ministry of Finance provides leadership on government’s financial activities, including fiscal policy, revenue, budgeting, investment planning, debt and cash management, and risk management. The ministry also plays an important role in advancing government priorities, including gender equity and inclusive approaches across budgets, policies, and programs.
The Provincial Treasury Division delivers centralized treasury and risk management services for the provincial public sector. Its responsibilities include managing the province’s debt portfolio and annual borrowing program, overseeing cash flows exceeding $130 billion each year, and leading enterprise-wide risk management and self-insurance programs. The Provincial Treasury also develops and implements government-wide security policy to safeguard people, assets, and information. These services are critical to enabling ministries, Crown corporations, and public sector agencies to operate effectively and efficiently, while ensuring prudent stewardship of public resources.
The Assistant Deputy Minister, Provincial Treasury, leads four specialized branches: Banking and Cash Management, Debt Management, Risk Management and Government Security, and Corporate and Project Finance. Together, these branches provide access to reliable financial systems, efficient banking infrastructure, and coordinated approaches to managing complex financial and security risks. The role also manages government’s relationship with credit rating agencies and the investment dealer and investor community and supports senior decision-makers across government.
The ideal candidate is a seasoned executive with related post secondary education and considerable senior leadership experience in treasury and risk management functions, including banking, cash management, capital markets and insurance. Preference may be given to individuals that have a post graduate degree in a related discipline. They have proven people leadership skills, with a track record of developing high-performing teams and delivering results in complex financial organizational settings. Discrete and diplomatic, they are equally effective in providing impartial advice to decision-makers, solving complex financial issues, and representing the government with confidence in high-profile stakeholder environments.
