About the role
Position Summary
We are seeking a highly experienced Project Safety Manager to join our team for the Pape Underground Station project. This position plays a critical role in providing full-time on site, dedicated safety oversight for complex underground transit infrastructure, particularly in environments with live operational interfaces such as the TTC Pape Station. The successful candidate will lead site-specific safety planning, risk assessments, and the enforcement of Lifesaving Rules in accordance with Metrolinx, OHSA, and project-specific safety standards.
This is a site-based leadership role requiring deep expertise in underground station construction, proactive safety management, and coordination with multiple stakeholders, including transit authorities, subcontractors and unions.
The Project Safety Manager Key Responsibilities Are
- Develop, establish, and enforce comprehensive safety protocols to ensure full compliance with all relevant safety regulations and standards on the construction site.
- Developimplement and maintain theSafetymanagementsystem,.Draftand review safetyprocedures,andpolicy.to ensure continuous compliance with legal, ISO 45001 and client requirements.
- Utilize industry-standard safety management software and tools to track and report safety metrics.
- Ensure that safety records are maintained accurately and are readily accessible for audits and inspections.
- Prepare leading and lagging indicators reports(TRIR, LTIF, near miss trendsetc.) and present finding to leadership.
- Develop and implementWork Safety Plansandrisk assessmentstailored toproject requirements includingunderground and live-transit environments.
- Ensure strict compliance withOHSA, Construction Regulations, andsafety standards.
- Conductdaily site inspections,perfomregularsafety audits, and toolbox talks.
- Provide coaching and mentorship to site personnel on safe work practices.
- EnforceLifesaving Rulesand lead incident investigations and corrective action plans.
- Coordinate with theTTC,Metrolinx, and subcontractors to ensure alignment with transit safety procedures.
- Develop and maintainStandards, Work method statementsand site-specifichealth and safetydocumentation.
- Supervise and assign tasks to a team ofHealth & Safetypersonnelsto ensure full coverage and effective safety enforcement.
- Support the implementation ofmodified duty programsand ensure proper communication protocols with unionized labour.
Education And Qualification
- 7–10 years of experience in heavy civil construction , with a strong focus on urban infrastructure and transit projects .
- 5+ years of direct safety management experience.
- Experience in tunnels are strong asset
- Diploma or degree in Occupational Health & Safety or related field.

Willingness to befully deployed to site(Pape Station, Casburn Station, or tunnels) for the duration of the project

This position may rotate between PNC construction downtown Toronto office and active project sites ( e.g. Pape, Cosburn or tunnel works), as required to maintain consistent safety leadership coverage.
