About the role
Big Lakes County is seeking a skilled and detail-oriented Payroll Administrator to join our team. This position is responsible for processing semi-monthly payroll, managing electronic timecards through ADP Workforce Now, and administering employee benefits, including LAPP and Sun Life plans. The Payroll Administrator ensures accuracy, confidentiality, and compliance with municipal and legislative requirements while providing valuable support to the Human Resources and Finance teams.

Key Duties & Responsibilities
- Payroll Processing
- Process semi-monthly payroll using ADP Workforce Now, verifying all electronic timesheet entries.
- Monitor and validate hours worked, overtime, vacation, sick leave, and special leave.
- Reconcile payroll to the general ledger and provide reports to Finance.
- Calculate retroactive pay, adjustments, and other payroll corrections.
- Ensure compliance with Alberta Employment Standards, CRA, and municipal policies.
Benefits & Pension Administration
- Administer employee benefits, including Sun Life plans, HCSA, and Wellness Accounts.
- Set up and maintain LAPP contributions for eligible employees and process terminations as required.
- Reconcile benefit provider invoices and post related payroll entries.
- Ensure participation in the EI Benefit Reduction Program.
- Process employee benefit changes and support inquiries regarding coverage.
Reporting & Compliance
- Submit Records of Employment (ROEs) to CRA.
- Prepare vacation payouts, severance calculations, and termination payments.
- Assist auditors with payroll module information for annual audits.
- Maintain accurate LAPP documentation and submit contributions each pay period.
Year-End Responsibilities
- Reconcile payroll accounts to produce T4s and T4As, ensuring accuracy before distribution.
- Adjust vacation accruals, automobile benefits, and other taxable benefits at year-end.
- Update ADP with new rates for LAPP, EI, WCB, and employee salaries.
- Coordinate year-end reporting with Finance and CRA.
Other Duties
- Provide administrative support to Human Resources as needed.
- Perform additional duties as assigned
Education & Experience
- Certificate of Completion in Office Administration or equivalent.
- Payroll Compliance Practitioner (PCP) certification through the National Payroll Institute (formerly CPA) is preferred or willingness to obtain.
- Minimum of 3 years’ experience in full-cycle payroll administration, preferably in a municipal, government, or public-sector environment.
- Experience with ADP Workforce Now or a similar payroll system is required.
- Knowledge of LAPP (Local Authorities Pension Plan) administration and Sun Life benefits management considered an asset.
- Strong understanding of Employment Standards, CRA payroll legislation, and FOIP/confidentiality practices.
- Proficiency in Microsoft Excel and other Microsoft Office applications.
- Criminal Records Check.
- Provide 5-year drivers abstract.
- Valid Class 5 Drivers License.
Knowledge, Skills & Attributes
- Proficient with Microsoft Office suite products.
- Exceptional communication skills, both written and verbal.
- Must maintain high level of confidentiality.
- Must be self-motivated, and able to work with minimal supervision.
- Ability to work within tight deadlines.
