**Note:**This is for 1 Regular Full-Time vacancy. This is a hybrid position based in London, Ontario.This position is deemed a critical replacement vacancy.
Why this Role is Important
The Manager, Procurement Office is a critical leadership role which will assist to strengthen financial stewardship and drive value across the College. This role plays a pivotal part in safeguarding institutional resources by upholding compliant procurement practices, strengthening internal controls, and ensuring spending decisions align with public ‑ sector accountability standards. As a key partner across the College, the Manager will help drive value-for-money initiatives, support cost ‑ management efforts, and enable the continuity of academic and operational activities by maintaining efficient, well ‑ governed procurement processes. This is an opportunity to provide leadership that directly contributes to mitigating financial and reputational risks while helping the institution prioritize and manage its resources thoughtfully.
Reporting to the Executive Director of Finance, the Manager, Procurement Office provides leadership and comprehensive technical expertise to managing the procurement operations of the College. The incumbent is accountable for the development, implementation and maintenance of procurement services that includes college-wide competitive procurement processes; contract negotiations, dispute resolution, procurement analysis and reporting; and vendor contract database administration.

How You’ll Make an Impact
Planning and Organizing
- Establishes procedures/guidelines to ensure the efficient and optimal use of the college purchasing services in accordance with established government policies and directives, accounting and business principles/practices, college policies, guidelines and controls in line with the colleges' strategic direction. Ensure college models ethical, accountable and transparent behavior in purchasing processes and decisions
- Leads the competitive process with selection committees through to the issuance and receipt of proposals and negotiated contracts. Prepares analysis and evaluation of completed responses from potential vendors and award contracts in accordance with college policies, government policy and directives, trade agreements and established contract law
- Maintains oversight of college contract templates and vendor contract database
- Collaborates with Facilities on construction related processes and purchases
- Manages miscellaneous vendor contracts to ensure services effectively meet the needs of the College community
- Liaises with users of purchasing services to ensure that processes and systems effectively meet their needs
General Administration
- Develops department goals and objectives, establish/implement procedures
- Maintains a high level of performance through effective recruiting, selecting, developing, motivating, evaluating and training of staff within the department
- Modifies departmental processes through use of new technologies and procedures to increase efficiency
- Provides leadership and supervision to staff
- Ensures that the department budget is used effectively by optimal use of human, fiscal and physical resources
Strategy
- Provides guidance, recommendations and implementation for business improvements in the technologies/software relating to the procurement services of the College
- Analyzes College procurement trends and monitors vendor/product performance and product/market trends
- Produces departmental performance metrics for sector wide reporting
- On behalf of other colleges and universities, run collaborative procurement events
- An active participant in the local purchasing co-operatives, PMAC, OECM and MGS contracts and evaluations
What You'll Bring
- Post-secondary 3-year advanced diploma or degree in Business Purchasing, Supply Chain Management, Business Administration or a related field
- Minimum 5 years of progressive, related experience in procurement
- Experience in public sector preferred
- Certification (current and in good standing) in one of the following: Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), Certified Supply Chain Professional (CSCP), Supply Chain Management Professional (SCMP), Certified Procurement Contract Manager (CPCM), Certified Professional Supply Management (CPSM) or NIGP‑CPP (NIGP Certified Procurement Professional)
- An equivalent combination of education and experience may be considered
- Excellent analytical skills
- Familiarity with the Broader Public Sector Accountability Act including Broader Public Sector Procurement Directives
- Good knowledge of contract language and legal terms
- Demonstrated negotiation and conflict resolution skills
- Good tax knowledge
- Good knowledge and understanding of systems, databases and spreadsheet applications
- Demonstrated managerial skills with strong writing and presentation skills
