##Job Description

Job Summary

Reporting to the Manager Public Health Analytics & Informatics, the Health Analytics Specialist works in conjunction with the Manager Epidemiologists, the Geospatial Health Specialist, Data Analysts and Program staff on data extraction, cleaning, descriptive and complex analyses, interpretation, report generation and dissemination. Uses quantitative and qualitative software to manipulate and analyze a variety of data. The Health Analyst requires the ability to analyze health related data from conceptualization through presentation of the data. Provides consultation with a variety of community invested parties to encourage evidence-informed decision-making.

Education

  • Post-secondary degree in Public Health/Health Sciences/Statistics/Epidemiology/Biostatistics discipline
  • Masters in Epidemiology/Statistics/ Biostatistics/Public Health/Health Sciences (Essential)
  • Knowledge and skills in GIS as determined by undertaking relevant undergraduate or preferably post graduate courses or equivalent certification
  • Knowledge and skills in qualitative data collection and analyses as determined by relevant undergraduate or masters level courses in qualitative methods or equivalent experience

Knowledge

  • At least two years of experience working in a health-related statistics, data analyst, or /research role, preferably within a public health setting, hospital or academic/research environment
  • Ability to present ideas clearly and concisely; explain work to non-technical clients and invested parties
  • Strong interpersonal skills working as part of a multi-disciplinary team
  • Strong project management skills; ability to manage multiple competing priorities
  • Strong English written and verbal communication skills
  • At least six months of experience working in a Public Health department is preferred
  • Demonstrated strong analytical skills and experience in the use of a variety of software utilized in the analyses of data (STATA, SPSS, SAS, R, Excel)
  • Knowledge and experience of using Public Health surveillance systems (such asCCHS, IntelliHealth, StatsCan)
  • Knowledge and experience in qualitative and quantitative data acquisition, coordination, analysis, interpretation and management and dissemination
  • Demonstrated experience in the analyses and interpretation of qualitative information using appropriate methods/software (such as NVivo).
  • Research and evaluations skills to collect, analyze, synthesize, and report on assigned projects

Responsibilities

In collaboration with the Manager and with Program staff analyses qualitative and quantitative information and data (40% of time)

  • Writes code in quantitative statistical software (SPSS, SAS, R, STATA) to manipulate complex datasets and prepare data for analysis
  • Designs qualitative documentation requirements and analyses qualitative information using appropriate methods and software (NVivo)
  • Prepares and maintains documentation such as analysis plans, project reports and other technical documents
  • Interacts with colleagues to understand requirements and to ensure needs are met
  • Supports and aids the Epidemiologists, the Geospatial Health Specialist, as well as other Analysts from across Niagara Region and other local and provincial agencies to ensure timely delivery of all projects
  • Analyses health data from a small geographic area perspective and facilitates the use of spatial products to present this information

Synthesizes information from a variety of health monitoring databases (such as IntelliHealth, IPHIS) for the early recognition of any suspicious clustering of events and for the analysis of disease patterns to facilitate resource allocation, and for the study of hypotheses on the health of the community (40% of time)

  • Knowledge Translation; translates complex information into a variety of formats intended for a variety of lay and professional audiences
  • Strong interpersonal skills working as part of a multi-disciplinary team (
  • Strong organizational skills; ability to manage multiple competing priorities
  • Ensures data projects meet defined scope and timelines
  • Strong English written and verbal communication skills
  • Participate in team initiatives to develop an analytical knowledge base, standards of practice, and train other members of staff in new and complex qualitative and quantitative methods
  • Seeks input and feedback from invested parties to enhance database functions, data quality and data usage

Provides consultative services to the Regional Government and other external invested parties in the areas of surveillance, population health assessment, evaluation, research design and qualitative and quantitative methods (10% of time).

  • Acts as a consultant to internal and external invested parties and support their efforts to become data driven organizations

Provides functional expertise and guidance, keeping abreast of current issues and state-of-the-art methodologies in statistics and biostatistics (10% of time).

  • Liaises with other Analysts/Epidemiologists from across Ontario
  • Attends conferences and trainings relevant to their field of work
  • Keeps abreast of relevant literature

Perform other related duties and responsibilities as assigned or required.
