Are you a highly skilled HR professional ready to make a significant impact? The City is seeking a Human Resources Consultant to provide expert, client-focused HR services in a complex, multi-union environment. If you thrive on collaborating with leaders on workforce strategies, interpreting collective agreements while providing expert labour relations advice, and fostering a positive employee experience, we want to hear from you! As an HR Consultant, you'll be a vital partner, delivering strategic HR advice and support to senior leadership and people leaders. You'll lead with a service mindset, fostering collaborative relationships to align HR strategies with business goals

What will you do?

  • Provide strategic consultation and HR advice to clients to align HR strategies with business goals
  • Gather, analyze, interpret and present HR analytics to support leadership in developing solutions and enable decision-making
  • Provide expert HR consultation and advice on labour relations, applying relevant legislation (Labour Relations Code, Employment Standards Code, Alberta Human Rights Act) and collective agreements, including dispute resolution and grievance management
  • Support leaders in performance management, complex issue resolution, and conducting investigations related to workplace conduct and policy breaches
  • Collaborate with Disability Management Consultants and operational leaders on employee accommodations and absence management program
  • Manage grievance disputes to conclusion, including representing the City's interests in the application of dispute resolution techniques to resolve disputes between management and employees/unions; Support Legal Services during arbitration, litigation, and Human Rights Complaints
  • Support the development and stewardship of team effectiveness models and tools
  • Support with implementing organizational development programs and initiatives, including project coordination and facilitation
  • Support corporate HR programs and projects, including research, analysis, and documentation
  • Develop presentations and reporting for department and branch leadership teams
  • Lead and participate in working groups to support corporate-level projects and initiatives
  • Other related duties as required

Qualifications:

  • Completion of a post-secondary education program (Degree or Diploma) in Human Resources Management, Industrial Relations, Labour Relations, Business, or a related field
  • 5 years of diversified and progressive human resources experience, including experience supporting senior leaders in a complex organization, interpreting and applying multi-union collective bargaining agreements and providing labour relations advice to a diverse range of clients in a unionized environment
  • Experience in supporting organizational development and change management initiatives
  • Experience in supporting leaders with workforce strategies, HR analytics, and data reporting

Skills required for success:

  • Proven ability to represent employer interests in contentious matters, especially in multi-site, multi-union environments
  • Demonstrated skill in building and maintaining strong, collaborative relationships with diverse stakeholders
  • Expertise in providing strategic HR advice and managing sensitive issues, with extensive knowledge of relevant labor laws and collective agreements
  • Ability to assist legal services and client areas to prepare for, and resolve grievances, including appearing as a witness or acting as a labour relations advisor at arbitration hearings
  • Strong interpersonal, communication, conflict resolution, and problem-solving skills, with the ability to effectively handle complex situations
  • Ability to consistently and independently travel to all City of Edmonton work locations

Conditions of employment & work environment:

  • Up to: 4 permanent full-time positions
  • Hours of work: 36.9 hours per week, Monday - Friday
  • Salary: $90,239.610 - $112,800.950 (Annually)
  • This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite
  • This position is eligible for the EDO program (Earned Day Off)
  • Valid Alberta Class 5 driver's licence (or provincial equivalent); candidates must arrange their own vehicle and business auto insurance to be reimbursed for mileage according to City of Edmonton policy
