Qualifications

MINIMUM FORMAL EDUCATION/TRAINING:
- An undergraduate degree or equivalent training in Human Resources, Business Administration or related area is required.
- Must have a valid class 5 license.
- CPHR Designation is an asset.
EXPERIENCE:
- 3 years of directly related human resources and/or office administrative experience required.
- Experience working with Indigenous Organizations, peoples, elders and communities is required.
- Strong knowledge of employment standards, and policies/ procedures related to human resources required.
- Knowledge of Indigenous cultures is required.
- Knowledge of the history of the Residential School System and the mandate of the Truth and Reconciliation Commission in Canada is required.
- Thorough knowledge of application of collective agreement is required.
- Knowledge of in-house University software systems (EPIC, Concur) is required.
- Knowledge of University policies/procedures are required.
- Experience in a direct or indirect leadership role is an asset.
- Experience working in a complex unionized environment is an asset.
- An acceptable equivalent combination of education and experience may be considered.
SKILLS AND ABILITIES:
- Must possess a high degree of integrity, professionalism, confidentiality and sensitivity.
- Proficiency in the use of Microsoft Office (Word, Excel, Power Point, Outlook) and other software is required.
- Good oral and written communication skills required.
- Good interpersonal skills, with the ability to exhibit tactful and diplomatic behavior when working with many types of individuals, required.
- Proficiency in multi-tasking in order to meet competing deadlines is required.
- Proven organizational and time management skills required.
- Ability to maintain privacy and confidentiality with respect to all communications and records required.
- Ability to coordinate workflow, identify processes requiring improvement and recommend, develop and implement modifications to improve efficiency or develop and implement new processes as required.
- Ability to create and maintain detailed spreadsheets and databases to manipulate data for reporting required.

Key responsibilities
- Coordinates all Human Resource functions and the entire recruitment process, from the initial request to fill out to the completion of the letter of offer.
- Assembles the hiring committee, arranges interviews, participates on hiring committee, conducts reference checks, drafts the justification of selection, initiates formal job offer in UM Careers, and onboards all staff.
- Advises supervisors and unit leads on the review and development of job descriptions.
- Advises and assists unit leads with review and screening of qualified applicants.
- Oversees submission of all HR forms for new staff and students.
- Oversees the coordination of annual performance reviews, probationary reviews, step increases, reviews the job description for changes.
- Collects, maintains, tracks, and ensured data integrity on administrative filing systems for all staff records.
- Coordinates end of employee checklist and exit interview.
- Tracks and monitors all employee training.
- Acts as a conduit between central Human Resources and the faculty.
- Provides HR support to the directors and unit leads on a wide range of issues.
- Refers complex and/or anomalies to Director of Operations, as needed.
- Develop standards for Onboarding and works with hiring managers to initiate positive work relationships to build productivity and retention across support staff roles.
- Ensures all required staff training is current and maintains records on training.
- Manages any employee leaves in consultation with the Director of Operations and liaises with Employee Wellness as needed.
- Audit, reviews and reports on vacation and overtime banks review and salary increments
- Acts as a first point of contact for performance issues and disciplinary issues for support staff.
- Lead reporting staff and in providing advice on all aspects of the contracts and collective agreements.
- Navigates ambiguous situations making informed decision where guidelines are not clearly defined.
- Recognizes when decisions require the involvement of Staff Relations, AESES and the Executive Director.
- Addresses staff grievances and resolving disputes pulling in appropriate supports as required.
- Identifies HR training opportunities for the faculty and staff and collaborates with central Human Resources in the development and delivery of same.
- Identifies, develops and implements system/process changes.
- Drives strategic HR plans forward and builds the Centre resources and SOP's.
- Participates in annual strategic planning.
- Initiates and manages the appointments of seasonal employees.
- Reviews and keeps records of all forms for the Centre and submits to Human Resources and Payroll.
- Promote open communication, address employee concerns promptly, and promote a culture of respect, fairness, and inclusivity.
- Supervises, coaches, trains, and provides direction to the NCTR receptionist.
- Serves as Department/Building representative committees.
- Tracks and monitors all computer and office equipment.
- Maintains capital asset inventory files and complete U of M inventory forms as received.
- Performs routine inventory checks.
- Submits requests for key and card swipe access and maintains in a database for tracking.
- Oversees incident investigations as it pertains to on-the-job injuries.
- Provides confidential administrative support to the Director of Operations Culture and Events as required.
- Processes honourariums and travel and business expense claims for guests and Elders as required.
- Reconciles monthly VISA transactions as required.
- Acts as backup for Payroll entries.
- Runs the Pay Authorization and works closely with the Director of Finance and Contracts.
- Acts as a back up for NCTR Reception if needed.
- May lead or participate in special projects assigned.
- May travel as required to meetings, Indigenous communities, traditional ceremonies and events.
- Other duties as assigned.
