Under the general direction of the Director of Disability Benefits, the Disability Benefits Officer is responsible for providing accurate information to Members regarding their application for disability benefits, disability benefit payments and general plan provisions. The Disability Benefits Officer controls disability benefit payments and payroll for Members receiving disability benefits. Performance of this responsibility includes the review and approval of all benefit calculations, overpayments, final disability payroll and annual service and earnings statements. This position negotiates repayment agreements and schedules for Members who have been overpaid disability benefits because of income from other sources.

The Disability Benefits Officer is also responsible for the supervision and training of clerical staff, currently two Calculations Clerks, who perform disability benefit calculations, issue benefit letters to Members who qualify for disability benefits, and complete delegated administrative tasks.

This position also coordinates a listing of potential pending disability Members by requesting and tracking disability claim applications to ensure information is received prior to eligibility for benefits and conducts pre-claim telephone interviews with Members applying for disability benefits, often under difficult medical or financial circumstances.

Benefits As the Disability Benefits Officer you will:

  • Responds to enquiries on disability application and benefit payment matters including reduction of benefits due to claim decisions, entitlement to other income, and suspension or termination of benefits;
  • Meets/calls with members to assist with disability claim applications and coordinates leave of absence listing, along with receipt of claim applications, responds to questions about disability benefit calculations and related plan provisions, often under difficult medical or financial circumstances;
  • Creates correspondence explaining benefit entitlement;
  • Consults with Department Human Resources staff and Union representatives when appropriate and to clarify payroll and complex benefit payment information;
  • Reviews disability benefit payment calculations for accuracy and consistency with Plan provisions and approves and signs benefit statements;
  • Liaise with other disability benefit providers to determine integration of disability benefits from other plans such as MPIC, WCB, CPP, and private insurers;
  • Maintains spreadsheets for multiple disability benefits calculations (partial benefits, overpayments, rehabilitation earnings, union increases, COLA adjustments, payroll checking and payroll totals);
  • Negotiates arrangements of the recovery of sometimes large overpayments of disability benefits with Members;
  • Year-end reconciliation and reports;
  • Organize, delegate, prioritize and monitor work assignments to ensure delivery of prompt, accurate information and payments to members and beneficiaries;
  • Check calculations for accuracy;
  • Check Disability Member communications for accuracy;
  • Check payroll coding sheets for accuracy;
  • Provide training and ongoing guidance on the preparation of calculations and correspondence;
  • Provide performance feedback to the Director of Disability Benefits for the Disability Clerks’ performance reviews;
  • Identify and escalate complex plan administration matters and Disability Member issues;
  • Support Disability Case Management Consultants to resolve Disability Member issues through research and analysis of plan texts and calculations using procedures;
  • Assist in developing and executing procedural modifications to improve services in the Disability Department;
  • Ensuring the priority of Customer Service remains on the front line at all times. Provides guidance in areas where improvement is evident and necessary for the Disabled Members.

Your Education And Qualifications Include

  • University Degree, preferrably in Commerce with a focus in Leadership, Organizations or Actuarial Mathematics; or equivalent combination of education and experine
  • Certified Employee Benefits Specialist Designation (CEBS) - Group Benefits Associate, and/or Canadian Payroll Association Certification - Payroll Compliance Practitioner (PCP) or Certified Payroll Manager (CPM) to be obtained within the first year of employement.
  • Proven experience in supervising direct reports, preferably within a unionized environment;
  • Experience with Pension and Benefits plans and general knowledge of disability claims is preferred;
  • Proficiency with mathematical concepts are required, including knowledge of benefit payment calculations and pension service and earnings concepts;
  • Highly-developed and demonstrated analytical, research, problem-solving and decision-making skills, with the ability to effectively and efficiently resolve Member concerns and inquiries;
  • Strong communication and relationship building skills—including written and oral communication—with the ability to present information clearly and professionally to a wide range of people, including Plan Members, Union Representatives, City and Non-City Human Resources staff, and other benefit providers such as CPP, WCB and MPIC;
  • Demonstrated excellent organization and time-management skills, with the ability to multi-task and meet competing and multiple deadlines while maintaining high-level service and coordinate clerical staff in order to attain desired results;
  • Thorough knowledge of disability calculations, payroll systems and practices, and pension plan principles with the demonstrated ability to perform complex benefit payment calculations, and analyze and interpret payroll information and variance reports;
  • Demonstrated proficiency in the use of Microsoft Office, with advanced Excel skills;
  • Proven self-starter, operating with a strong sense of urgency;
  • Ability to represent WCEBP in a professional manner at all times, including respecting and maintaining confidentiality and privacy of all matters and Members;
  • A flexible approach to work and a positive attitude, including the willingness and ability to learn and adapt to change;
  • Thorough and detailed knowledge of the pension plan provisions, WCEBP’s pension administration system, policies and procedures (within 12 months).
