Employment Type: Permanent

Location: Ottawa (preferred). Montreal or Toronto will be considered, with the flexibility to work under a hybrid model (home/office), with a current requirement of three in-office days per week (subject to change).

Compensation Details

  • Government Affairs 16: Salaries typically range from $74,297 - $99,063 annually, based on qualifications and experiences, plus a performance-based incentive.

  • Government Affairs 17: Salaries typically range from $84,698 - $112,931 annually, based on qualifications and experiences, plus a performance-based incentive.

Position & Team Overview

The Government Affairs function at FinDev Canada plays a central role in creating the policy and stakeholder conditions that enable the organization to operate at its highest potential.

The team’s mandate is to:

  • Provide integrated, businessrelevant advice to senior leadership on government and public policy matters.

  • Establish foundational processes and protocols to systematically bring policy insight back into the organization, translating signal into action in an agile and collaborative way.

  • Build a robust, diversified, and credible ecosystem of public policy stakeholders and influencers.

The Advisor, Government Affairs, will be a core contributor to this mandate.

What You’ll Be Doing

Government Relationship Management

  • Serve as the primary relationship coordinator for FinDev Canada’s engagement with Global Affairs Canada, relevant central agencies and departments, and with Parliamentarians and other federal government stakeholders.

  • Develop and manage a clear, long‑term government engagement plan aligned with institutional priorities.

  • Represent FinDev Canada at key public policy forums, briefings, and consultations.

Coordination, Reporting & Execution

  • Manage structured quarterly reporting to government stakeholders.

  • Field and coordinate ad hoc requests for information, insights, and briefings.

  • Ensure internal alignment across teams contributing to government‑facing materials and engagements.

Advice to Leadership Team

  • Provide timely, thoughtful written and verbal advice to leadership on government and public policy developments.

  • Brief leadership in advance of meetings with government counterparts, including on objectives and priority issues.

Policy Insight & Signal Translation

  • Monitor and assess policy developments, stakeholder thinking, and government priorities relevant to climate and development finance.

  • Translate policy “signals” into implications for FinDev Canada’s strategy, operations, and external positioning.

  • Work with Strategy and Communications colleagues to ensure insights are shared, understood, and acted upon.

Process Building & Institutionalization

  • Help design and implement processes that strengthen how FinDev Canada captures, analyzes, and acts on public policy intelligence.

  • Contribute to building a professional, disciplined Government Affairs function appropriate to a growing institution.

What We Are Looking For

  • Experience:

  • Government Affairs 16: minimum of 4-5 years of relevant professional experience in government public policy, government relations, or international development.

  • Government Affairs 17: minimum of 6–8 years of relevant professional experience in government public policy, government relations, or international development.

  • Demonstrated experience engaging with public servants or political stakeholders.

  • Education: Bachelor’s degree in international affairs, public policy, political science, economics, law, or related field

  • Language Skills: Bilingual in both official languages (English and French).

  • Policy & Advisory Skills: Strong existing relationships across government and ability to synthesize complex policy developments and translate them into clear, business relevant advice.

  • Intellectual Rigor: Demonstrated ability to think independently, exercise sound judgment, and quickly distill complex policy issues into clear “so what” insights for senior leadership.

  • Organization & Project Management: Exceptionally organized with strong project management skills; comfortable managing long‑term engagement plans alongside fast‑turnaround requests.

  • Communication: Strong written and verbal communication skills in both official languages, including ability to brief senior leaders succinctly and clearly, and represent the organization credibly in external policy settings.

What Will Make You Stand Out

  • Experience with development finance institutions, international organizations, or multilateral development banks.

  • Exposure to foreign policy, climate finance, international development, or economic policy files.

  • Private sector or financial institution experience as a complement to public-sector background.

  • Experience working in or with central agencies.
