ABOUT THE ROLE

This position is responsible for providing direction, leading the development and implementation of compensation programs and initiatives, and managing the design, development and implementation of an organizational design framework that meets the strategic and operational needs of the Region. Working collaboratively with senior leadership and stakeholders to advance best practices that achieve operational effectiveness, market competitiveness, and internal equity.

WHAT YOU'LL BE DOING

  • Lead the development, implementation, and maintenance of compensation programs, tools, and policies ensuring compliance, equity, and alignment with organizational goals.

  • Oversee job evaluation processes for union and non-union positions, including job descriptions, classifications, and compensation guidelines.

  • Provide expert guidance on organizational design, pay equity, and compensation strategies, ensuring alignment with legislation and best practices.

  • Advise and support leadership on job design, compensation practices, and workforce planning.

  • Evaluate and enhance compensation policies and practices, ensuring market competitiveness and cost effectiveness.

  • Drive process improvements and change management initiatives related to organizational redesign and transformation.

  • Identify and mitigate risks associated with structural or organizational changes.

  • Support budget development and monitoring for compensation programs and special projects.

  • Monitor service delivery effectiveness and recommend innovative solutions for program improvement.

  • Establish governance frameworks and KPIs to assess organizational design and compensation effectiveness.

  • Represent the department on committees and project teams; handle complex or sensitive inquiries and complaints.

  • Manage staff including hiring, coaching, performance management, and compliance with HR policies.

  • Promote organizational values, compliance with policies, and legislative standards.

  • Prepare reports, presentations, and analyses for senior leadership.

  • Perform other duties to support departmental and organizational objectives.

WHAT WE'RE LOOKING FOR

  • Successful completion of a University Degree in Human Resources Management, Business Administration or related field or approved equivalent combination of education and experience.
  • Minimum five (5) years demonstrated experience in compensation or organizational design, organizational effectiveness, including demonstrated minimum of two (2) years of leadership and/or supervisory experience.
  • Compensation or equivalent Human Resources professional designation or Organizational Design certification.
  • Expertise in conflict resolution to manage and resolve stakeholder disputes effectively.
  • Demonstrated ability to influence partners to gain support for initiatives.
  • Ability to demonstrate the Region’s corporate core and leadership competencies.
  • Knowledge of collective agreement administration and interpretation.
  • Excellent interpersonal skills and ability to connect with a range of internal and external partners while focusing on fostering collaborative work relationships.
  • Strong communication, influencing and presentation skills with a strong customer focus.
  • Financial acumen and ability to synthesize data and present recommendations and financial impact to senior leadership team
