As a Capital Construction Coordinator, you will be accountable for the development and delivery of capital construction projects and programs, from concept to final completion. You will utilize your project management expertise for scope development, engineering design, budgeting, procurement, construction oversight, engagement, and project reporting to ensure the project is delivered within scope, schedule, and budget. Primary duties include:
- Lead and manage collaboration with internal and external parties to define project scope, plans, budgets, and define mandatory requirements to be delivered.
- Determine resource requirements and identify the need to hire external contractors and consultants.
- Prepare project funding documents including cost estimates, procurement plans, and bid summaries.
- Develop and prepare Project Specific Requirements and Technical specifications.
- Prepare procurement documentation and lead the procurement process; evaluate proposals and submissions.
- Maintain project documents, track and report on project deliverables.
- Plan and manage all aspects of the capital project, assign work, monitor budgets and schedules.
- Oversee and validate the work of contractors and consultants; conduct/participate in safety and environmental inspections.
- Perform quality assurance and quality control duties and address non-conformance to ensure issues are resolved.
- Administer contracts, evaluate and issue contract changes, payment approvals, and resolve discrepancies.
- Complete project close out, including receiving record drawings, closing purchase orders and completing close out documentation.
- Manage landscaping maintenance and reporting during warranty period.
- Issue Construction Completion Certificates and Final Acceptance Certificates.
- Assess infrastructure to identify issues requiring remediation and provide advice and guidance on remediation strategies.
- Assist with the creation of detailed designs of underground utility infrastructure including water, sanitary, and storm.
- Provide advice and guidance to internal and external parties on Design Guidelines and Construction Specifications, feasibility and best practice, interpreting and resolving technical and procedural issues.
Qualifications
- A completed 2 year diploma in Civil Engineering or a related discipline and at least 5 years of experience in Municipal Civil Design, Civil Construction (underground/surface), surveying, materials testing, field investigation, construction inspection, capital project planning and project/program management or related.
- Knowledge of construction practices, specifications, and project management techniques to monitor and assist teams to reach required outcomes.
- Intermediate level of proficiency in Microsoft Office (Word, Excel, Outlook, Access, Project).
- A valid Class 5 Driver's Licence (or provincial equivalent) with no more than 6 demerits, no current suspensions or charges pending and a personal vehicle for business use, and/or the ability to obtain a City of Calgary operator's permit.
- A Certified Engineering Technologist (CET) and/or a Project Management Professional (PMP) designation would be a strong asset.
- Success in this position requires the following competencies: strong leadership and organizational skills, strategic thinking and creative problem-solving skills, strong facilitation, negotiation and collaboration skills, the ability to work and communicate in politically sensitive areas, and the ability to manage competing demands and undertake multiple complex projects.
Working Conditions: This position conducts regular site visits and is required to walk through all conditions of construction sites conducting inspections, assessments, and resolving issues. Use of Personal Protective Equipment (PPE) is required while on site visits.

Workstyle: This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.
Pre-employment Drug Test: An offer of employment for this position will be conditional on an applicant passing a pre-employment drug test. This test assesses for use of drugs including cannabis. Failure to pass a pre-employment drug test may prevent an applicant from being hired into any safety sensitive position for a period of up to twelve months.

Compensation: Pay Grade 12 $48.54 - 64.88 per hour
Hours of work: Non-standard 40 hour work week
Days of work: This position works a 5 day work week with one day off in a 3 week cycle.
