We are currently recruiting for two Leader positions, a Leader, Housing Data & Research and a Leader, Housing Programs Implementation. Each role will be assigned to an established portfolio and guide a team of dedicated and passionate professionals in delivery of the Home is Here: The City of Calgary's Housing Strategy 2024-2030. Primary duties include:
- Oversee the implementation and administration of the Home is Here: The City of Calgary's Housing Strategy and Implementation Plan within your portfolio.
- Provide project management and content guidance to ensure projects are well executed, meet deadlines, and stay within budget.
- Drive data and research to advocate for policy or program changes, make informed decisions and guide strategic investment to address housing needs across the housing continuum.
- Guide and review data analysis activities such as census and residential market data, ensuring insights are accurately interpreted, clearly communicated, and translated into high quality reports and recommendations.
- Provide strategic leadership and oversight for complex quantitative and qualitative housing research, ensuring work is aligned with Council's Strategic Priorities, Corporate Strategic Plans and decision making needs.
- Collaborate effectively with internal and external partners such as public agencies, foundations, committees and non-profit organizations as well as all levels of government to address the housing need.
- Develop recommendations for Senior Leadership and Council on housing initiatives.
- Ensure the business unit is informed of emerging housing research, program delivery insights, partner developments, and key successes, challenges and lessons learned and translate insights into practical applications that strengthen decision-making and improve program outcomes.
- Oversee the implementation of housing program delivery, with a focus on agreement development and delivery, funding deployment, partner management and support, and project delivery.
- Support and oversee compliance across all housing and legal agreements by establishing clear accountability, monitoring partner performance and guiding issue management.
- Participate in the annual business planning process and work to establish and implement operational business plan objectives, strategies, and actions.
- Facilitate human resource functions for your team including recruitment, interviewing, and selection, onboarding, training, professional development, and annual goal setting.
Qualifications
- A degree in Public Administration, Business Administration, Planning, Social Work, or a related field and at least 8 years of experience in program management, strategic planning, housing experience, including supervisory experience.
- Equivalent combinations of education and experience may be considered.
- Experience with the residential housing policy, federal programs, provincial legislation and municipal levers to meet housing needs is preferred.
- Familiarity with housing markets and data in making informed decisions to update policy and strategy will be considered an asset.
- Previous experience with urban planning and community development will also be considered an asset.
- Excellent communication, facilitation and engagement skills accompanied by strong interpersonal skills with the ability to build and maintain effective working relationships with diverse groups.
- The ability to manage multiple, constantly shifting priorities in a fast-paced environment.
- Demonstrated political and business acumen accompanied by proven leadership, negotiation, and conflict management skills.

Position and Pay Information
Business Unit: Chief Housing Office
Union: Exempt
Position Type: 2 Permanent
Compensation: Level M2 $133,008 - 166,260 per annum
Hours of work: Standard 35 hour work week.
Days of work: This position works a 5-day work week earning 1 day off in a 3 week cycle.
Location: 315 10 Avenue SE
