In this role, you will be responsible for overseeing all Parks permits and venues, including the administration of more than 6,000 green space permits annually and oversight of visitor centres. You will exercise delegated authority on behalf of the Director of Parks & Open Spaces (P&OS) to approve, deny, or impose conditions on permit requests. You will ensure that parks and venues are used responsibly by balancing public safety, asset protection, equitable access, community impact, and reputational risk, while adhering to the Parks and Pathway Bylaw and current P&OS policies.
Primary duties include:
- Supervise employees including recruitment, onboarding and training, coaching, monitoring performance, development opportunities, and discipline within a unionized environment.
- Ensure operational coverage for facilities and bookings seven days per week, including early morning and late evening. Uphold all HR policies and safety requirement.
- Foster and maintain a positive workplace culture that reflects the values of the Corporation and Division.
- Maintain service levels during peak seasonal demand and periods of constrained staffing.
- Develop and execute annual operational plans, processes, budget forecasts, and revenue targets and set operational priorities for parks permitting on a city-wide basis that evolve based on operational requirements and service demands.
- Identify and implement efficiencies through re-engineering, processes, assigning appropriate staff resources and prioritizing work based on corporate and council priorities and developing programs to respond.
- Exercise good judgment and problem-solving skills when determining unique requests for permit approvals.
- Manage Councillor inquiries, address staff concerns.
- Develop relationships with internal business units and external organizations and partners to mitigate and manage issues.
- Oversee budget and facility operations for various P&OS locations.
Qualifications
- A completed 2 year diploma in environmental studies, recreation, education, volunteer management, special events management, business administration or related field plus at least 8 years of related work experience; OR
- A degree in environmental studies, recreation, education, volunteer management, special events management, business administration or related field plus at least 5 years of related work experience.
- The work experience must include at least 2 years of supervisory experience.
- Equivalent combinations of experience and education may be considered.
- A valid Class 5 Driver's License (or provincial equivalency) with no more than 6 demerits OR a Class 5 Graduated Driver's License (GDL) with no more than 4 demerits, and no current charges or suspensions pending is required.
- Access to a personal vehicle for business use is required.
- Knowledge of Parks & Open Spaces (P&OS) bylaws, policies, and permit governance will be a strong asset.
- Excellent skill and experience is needed in areas of supervision and leadership, strategic thinking and problem solving, political acumen, and change management. Candidates must have strong communication and interpersonal skills. The Supervisor consistently demonstrates a collaborative approach, and places importance on workplace culture.

- Compensation: Level M1 $115,627 - 144,534 per annum
- Hours of work: Standard 35-hour work week. Occasional evening, weekend, statutory days work may be required.
- Days of work: This position works a 5-day work week with one day off in a 3 week cycle. Occasional evening, weekend, statutory day work may be required.
