Program Evaluation Services Youth Leadership Program Evaluation Period: 2026–2027
Organizational Background
Council for the Advancement of African Canadians in Alberta operating as Africa Centre invites qualified consultants or evaluation firms to submit proposals to conduct an independent evaluation of our Ujima Youth Leadership and Mentorship
Program.
Africa Centre's Youth Leadership and Mentorship Programs are designed to empower youth through leadership development, community engagement, mentorship, and skills-building opportunities. The program seeks to strengthen youth confidence, leadership capacity, and civic participation while fostering positive outcomes for young people and their communities.
As part of our commitment to continuous improvement, accountability, and community impact, we are seeking an external evaluator to conduct a comprehensive assessment of our program’s implementation, outcomes, and overall effectiveness.
Purpose of the Evaluation
The purpose of this evaluation is to:

Assess the overall effectiveness and impact of the programs.

Evaluate outcomes for participating youth, including leadership development, skills acquisition, confidence, and community engagement.

Review program design, delivery methods, and implementation practices.

Gather feedback from program participants, staff, partners, and stakeholders.

Identify strengths, challenges, and opportunities for program improvement.
-
Provide recommendations for strengthening program outcomes and sustainability.
-
Support evidence-based decision-making for future program planning and funding.
Scope of Work
The selected evaluator will conduct a comprehensive evaluation that includes, but is not limited to, the following activities:
a) Program Review
- Review all program materials, including curriculum, program models, reports, and existing data.
- Assess alignment between program objectives, activities, and intended outcomes.
- Examine program implementation and delivery across program cycles.
b) Impact Evaluation
- Assess the impact of the program on youth participants, including:
- Leadership skills development
- Personal growth and confidence
- Civic and community engagement
- Educational or career readiness outcomes
- Identify measurable changes in participants over the course of their involvement.
c) Data Collection and Analysis
- Develop or refine evaluation frameworks and indicators where necessary.
- Collect quantitative and qualitative data through:
- Surveys
- Interviews
- Focus groups
- Case studies
- Program data review
- Analyze program participation data and outcomes.
d) Stakeholder Engagement
- Gather feedback from key stakeholders, including:
- Youth participants and alumni
- Program facilitators and staff
- Community partners
- Mentors and volunteers
- Assess stakeholder perceptions of program value and effectiveness.
e) Equity and Community Lens
- Assess how the program supports equitable participation and outcomes.
- Evaluate how the program responds to the needs and lived realities of the communities served.
f) Reporting and Recommendations

Produce evaluation reports with findings and actionable recommendations.

Provide guidance on:
- Program improvement and refinement
- Measurement frameworks
- Sustainability and scaling opportunities

Present findings to program leadership and stakeholders.
Expected Deliverables
The evaluator will be expected to provide:
- Evaluation Work Plan and Methodology
- Evaluation Framework and Indicators
- Interim Progress Brief(s)
- Stakeholder Engagement Summary
- Midpoint Evaluation Report
- Final Comprehensive Evaluation Report
- Presentation of Findings and Recommendations
In addition, evaluators are also expected to:
- Develop a long-term impact measurement framework
- Create participant outcome indicators and tracking tools
- Support data collection systems or dashboards
- Produce participant success stories or case studies
- Conduct a cost-benefit or return-on-investment analysis
- Provide capacity-building for staff on evaluation and data collection
- Help design future program monitoring tools
Reports should include clear data analysis, key insights, and practical recommendations for program improvement.
Qualifications
Qualified evaluators should demonstrate:
- Experience conducting program evaluations for nonprofit or youth development programs
- Strong expertise in mixed-methods evaluation (qualitative and quantitative)
- Experience working with community-based organizations
- Understanding of youth leadership, community engagement, and empowerment programming
- Ability to apply equity-informed or culturally responsive evaluation approaches
- Strong data analysis, facilitation, and reporting skills
- Strong digital skills
Preference will be given to evaluators with experience working with racialized communities and youth-centered programs.
