The Traffic Controls and Road Use Coordination Section manages construction and events on Edmonton’s diverse network of roads. As the Traffic Engineer in Training (EIT) you will play a vital role in operationalizing the City Plan, ensuring that as construction commences on our streets, our mobility systems remain safe, reliable, and accessible for everyone.
The City of Edmonton's Traffic Controls and Road Use Coordination team is looking for an EIT to help manage and operate our transportation network. This is your chance to apply your technical expertise to real-world challenges, ensuring our roads, pathways, and crossings work for everyone.
You will be responsible for evaluating and analyzing city-wide traffic operational issues for all modes of travel, including active transportation, while maintaining safety during construction and events. Using national guidelines and your knowledge, you'll make recommendations to improve safety and efficiency. This role involves supporting other City initiatives from a traffic operations perspective. A crucial part of your work will be preparing, maintaining, reviewing and professionally authenticating technical documents such as standards of practice, traffic detour plans and traffic accommodation plans, in line with APEGA standards.
You will report directly to the Senior Traffic Engineer, who is responsible to review and approve the work being performed by this developmental role.
What will you do?
- Technically evaluate traffic designs from contractors and engineering consultants to ensure they meet City requirements and guidelines
- Review existing and proposed traffic control setups to ensure compliance with regulatory documents and standards such as the Manual of Uniform Traffic Control Devices for Canada (MUTCDC)
- Contribute to the establishment of traffic restriction procedures and guidelines for traffic lane closures and detours associated with road construction and special events
- Provide support to Traffic Technicians in the section and provide technical engineering support to solve complex problems
- Review requests for traffic accommodation / detour plans for special events and construction projects and prepare recommendations for revisions
- Review road closure designs for emergency situations to maintain network reliability
- Evaluate and analyze City wide traffic operational issues for all modes of travel including active modes
- Support the preparation and administration of the terms and conditions of contractual agreements for external engineering services
- Prepare cost estimates for the installation, operation, rental and removal of traffic control devices
- Conduct site inspections and field observations to inform your analysis and verify the effectiveness of traffic control measures
- Research and respond to technical inquiries from City Council, legal agencies, and the public, preparing reports and materials for Committee presentations
Qualifications:
- Bachelor’s Degree in Civil Engineering or Transportation Engineering
- Must be registered as an Engineer in Training (EIT) with APEGA (in good standing) and working towards a Professional Engineer (P.Eng) designation. Applicants in a different Canadian jurisdiction eligible for Inter-Provincial Mobility (IPMA) with APEGA may be considered. Registration with APEGA must be obtained prior to commencement of employment
- Knowledge of and experience with traffic operations, traffic safety, transportation engineering and/or transportation planning
Skills required for success:
-**Technical Compliance and Standards:**Must understand and adhere to all APEGA regulations related to the Engineer-in-Training status, be knowledgeable about Transportation Association of Canada guidelines and City standards, and conduct work in compliance with the City's Environmental Management System (EMS) -**Analytical Decision-Making:**Ability to analyze complex technical information and make timely recommendations and decisions -**Communication:**Excellent oral and written communication skills, including proficiency in technical and contractual communication, report writing, and presentations -**Management and Interpersonal Skills:**Proven project management skills combined with demonstrated abilities in problem-solving, diplomacy, negotiating, change management, and working effectively as a team member

Work Environment:
- This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
- This position is eligible for the EDO program (Earned Day Off)
- The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance
Conditions of employment:
-**Up to:**1 permanent full-time position -**Hours of work:**40 hours per week, Monday - Friday -Salary:$35.60 - $43.271 (Hourly); $74,332.80 - $90,349.85 (Annually)
- Valid Alberta Class 5 driver's licence (or provincial equivalent)
- Obtaining and maintaining a City Driver's permit is a requirement of this position
- The role may necessitate the use of personal transportation to be reimbursed in accordance with the City of Edmonton policy. This may require business auto insurance
