About the role
Nature of the Work & Responsibilities
NATURE OF THE WORK:
The job of the purchasing officer involves more specifically realizing day-to-day administrative programs and processes for one or more College service.
Specifically, the purchasing officer in Facilities Management will participate in the preparation of tender documents, purchasing of capital acquisitions, act as secretary for tender selection committee ensuring compliance with all regulations of the SCT and the college bylaws.
This position consists also of soliciting competitive quotes on products and services for purchases and perform the subsequent analysis with respect to price, specification, quality, delivery, after sales service, and warranty.
RESPONSIBILITIES:

Research, interpret and implement regulations related to purchasing, tendering process and awarding of contracts within the public and para-public sectors.

Ensure that the purchasing process is in compliance with college policies and all legal requirements.

Evaluate the feasibility and cost of different services and projects as required by the college or suggested by outside consultants.

Prepare all documents required for projects requiring the tendering process.

Prepare and review specification documents, supplied by internal resources or external consultants, request bids, and assist in the negotiation of contracts.

Participate in the evaluation and selection of service providers.

Ensure compliance with SEAO and SCT reporting requirements with respect to the tendering process and the awarding for all contracts as required by law.

Participate in developing procedures to compliance with the purchasing policies of the college.

Assist in the preparation of budgets in the related areas of responsibilities.

Support and assist in the evaluation of service providers with respect to compliance with contracts and all regulations.

Ensure effective follow-up and management of contracts, including monitoring deadlines, renewals, and vendor compliance, and maintaining accurate contract documentation.

Issue purchase orders in accordance with College procedures, practices and bylaws.

May represent the department on committees or meetings regarding purchasing matters.

Participate in the establishment and negotiation of specifications for requests for quotations.

Perform other related tasks.
Qualifications & Conditions
QUALIFICATIONS:
Undergraduate degree in an appropriate field of specialization, particularly in Administration or in Commerce (Finance, Supply Chain Management or Accounting).
CONDITIONS:
-
4 years of relevant experience in procurement / purchasing

Advanced written and oral French communication skills (testing will be required)

Intermediate written and oral English communication skills (testing may be required)
-
Task oriented, and ability to take initiative and to work independently
-
Intermediate Excel and Word skills required (testing may be required)

Professional designation considered an asset.
-
Experience working in the public or para-public sector, an asset.
