Job Summary
Reporting to the Supervisor, Homelessness within the Housing Services Division, this role will assess applications for individuals and families who are homeless or at risk of becoming homeless for assistance under the Housing Stability Fund program; and manage the Halton Access to Community Housing (HATCH) program to administer applicant eligibility for rent-geared-to-income (RGI) housing and Portable Housing Benefit Programs within Halton Region.
Duties & Responsibilities
- Administer Halton Region’s Housing Stability Fund (HSF) program to support individuals and families who are homeless or at risk of becoming homeless
- Conduct confidential interviews, collect financial documentation, and complete screening and assessment to determine eligibility for financial assistance programs (i.e. Ontario Works, Housing Stability Fund, Portable Housing Benefit etc.) for individuals and families at risk of becoming homeless
- Represent Halton Region by collaboration with key support service agencies within Halton’s Homelessness Response System to support Coordinated Access and homelessness prevention programs
- Provide ongoing case management, document, and share client updates relevant to housing placement in support of the By-name list placement and referral process
- Assess and determine eligibility for priority status on the Halton Access to Community Housing (HATCH) waitlist in accordance with the Housing Services Act regulations and Halton local directives
- Determine eligibility and make offers of portable housing benefits to eligible applicants on the HATCH waitlist. Support the application process and coordinate application submission to the Ministry of Finance
- Respond to complex and/or escalated issues from HATCH applicants, Housing Providers, Supportive Housing agencies, internal and external agencies
- Maintain accurate client/applicant information and financial data within various computer software programs to ensure the integrity of all client data. Manage, organize, and report data as needed to support monthly, quarterly, and annual data reporting requirements
- Investigate cases of misrepresentation and take steps to verify information, take appropriate action to ensure eligibility for subsidy or financial assistance including removal of waitlist priority status and ineligibility for HSF financial assistance
Skills & Qualifications
- Bachelor's Degree in Behavioural or Social Sciences, or a Social Services Worker Diploma
- A minimum of two (2) years of experience working in housing and homelessness; related experience will be considered.
- Demonstrated knowledge and ability to interpret and apply relevant Housing legislation as it relates to homelessness prevention programs and subsidized and community housing programs in Halton Region.
- Knowledge of the Housing Services Act, Residential Tenancies Act, Ontario Works legislation, Ontario Disability Support Program (ODSP), Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), to assess eligibility under the Housing Services programs.
- Proficient use of computer applications:
- Social Assistance Management System (SAMS), Yardi Rent Café and COTS
- Microsoft Office applications including Outlook, Word, Excel and Power Point
- Strong problem solving and mathematical skills to determine income eligibility for Housing Stability funds, portable housing benefits and other community housing programs and services
- Experience working with individuals at risk of or experiencing homelessness.
- Ability to build and maintain positive, professional working relationships with internal/external partners
- Ability to demonstrates a successful approach to the delivery of programs and services in collaboration with community agencies and partners
- Excellent communication, interviewing and assessment skills
- An equivalent combination of education and experience may be considered

Travel will be required between locations within Halton Region. Incumbent must provide their own transportation.
