Program Overview – Youth Clinical Counselling, Youth Programs & Services The Counselling programs provide psychotherapeutic and other supports for people with mental health and/or substance use issues, including concurrent disorders and dual diagnosis within an anti-oppressive, trauma-informed, harm reduction and mental health recovery frameworks.

The Manager, Clinical Services oversees a set of Counselling programs in the Youth Unit and is accountable to the Senior Manager of Clinical Services. The Youth Unit serves youth (12 to 29 years of age) and their families in the east end of Toronto with a mission to empower youth to make positive change, and to accomplish this, we offer a continuum of services for youth and their families with a focus on mental health, housing/sheltering, and youth justice.

Reporting to Senior Manager, Clinical Services, the Manager, Clinical Services provides ongoing oversight of a number of Youth Counselling programs and their staff. Along with other Clinical Managers who share a similar workload, such programs may include:

• MOH-funded Community Counselling,

• Keeping Families Together and Healthy Teens (child welfare-funded),

• Counselling for Intensive In-Home and Live-In Treatment,

• MCCSS-funded Youth Justice Counselling programs, and

• Counselling for Open Custody-Detention program clients.

What You Will Do

Human Resources Management

• Supervise and monitor staff in the delivery of effective therapeutic programming and clinical intervention. Provide direct clinical supervision and administrative oversight to a team of Counsellors, Registered Social Workers and Registered Psychotherapists.
• Provide timely clinical consultation and promote use of evidence-based best practices in clinical work.
• Provide coaching and mentoring in terms of quality performance management.
• Identify and make recommendations for appropriate professional development for assigned staff.
• Work with Senior Manager in the full cycle of the recruitment process, as well as performance management, discipline and termination processes within assigned programs.
• Support and supervision of student interns, when applicable.
• Effectively perform the duties and responsibilities required of a Manager under the Occupational Health and Safety Act and the Agency Health and Safety Manual.

Program Oversight

• Incorporate a strengths-based, relationship-based philosophy of care and a belief in the resilience of youth.
• Promote and integrate Youth and Family Engagement in service delivery and program development.
• Assist the Senior Manager, Clinical Services in implementation of a consistent clinical framework, clinical policies and procedures, and the best practices within the Agency.
• Work closely with internal collaterals in certain programs (e.g. Live-In Treatment, Open Custody-Detention) that include agency program staff and supervisors, to ensure integrated care with Counselling services as assigned.
• Work with external collaterals in certain programs (e.g. Child Welfare (CAS), Toronto Court services) around incoming referrals, case planning concerns, and service delivery as assigned.
• Anticipate, monitor and mitigate risk to client, staff, and organization.
• Develop and maintain a strong network with relevant community stakeholders.
• Develop and maintain positive public relations through outreach, effective communication and education.
• Maintain positive relations with funders including meeting contractual obligations.
• Contribute to maintaining accreditation standards for services, as set by the Canadian Centre for Accreditation
• Regular audit of client records as per agency standards and in accordance with privacy policies and legislation within required timeframes.

General

• Promote a safe environment and assist staff to establish therapeutic relationships with clients through role modeling consistent with the Agency Mission, Vision and Values.

• Promote an environment of inclusion that promotes equity and respects diversity.

• Participate as a member of the Agency’s management team, including providing after hours on-call coverage.

• Identify and make recommendations to Senior Manager, Clinical Services regarding the operations of assigned programs and the Agency. Perform other duties as assigned by Senior Manager, Clinical Services.

What You Bring to the Team

• M.A. in Psychology, M.S.W. or equivalent related education.
• Registration with a professional regulatory body such as Ontario College of Social Workers & Social Services Workers (RSW), or the College of Registered Psychotherapists of Ontario (RP), or equivalent.
• 2 years of experience in a relevant supervisory role, preferrable in the mental health or social services sector
• Demonstrated knowledge and expertise in providing evidence based and trauma-informed therapy to at-risk adolescents and their families. (e.g. Cognitive Behavior Therapy, Dialectical Behaviour Therapy, Family Therapy, Emotionally Focused Therapy, and Motivational Interviewing)

What Will Set You Apart

• Previous experience supervising staff and managing teams in a unionized environment is an asset.
• Demonstrated experience leading programs that serve youth from diverse communities through an anti-racist/anti-oppressive lens, strengths-based approach.
• Knowledge of the Toronto Region children’s service system, relevant legislation and regulations.
• Sensitivity and ability to work with a diverse client and staff group.
• Ability to exercise professionalism and sound judgement in crisis situations.
• Proven leadership skills including ability to encourage, coach and mentor staff.
• Strong administrative, time-management and organizational skills.
• Excellent interpersonal, networking, conflict resolution skills and communication skills (verbal and written)
• Demonstrated initiative and motivation to excel
• Ability to use technology and computer skills including use of MS office and client data management software.
