The Ministry of Finance oversees taxation, revenue and government spending. The ministry supports the Treasury Board and Minister of Finance by providing financial and administrative services and leadership to government ministries, agencies, and the public. We support excellence in governance and public administration through economic, financial, and fiscal expertise, leadership and services.
The Revenue Division of the Ministry of Finance administers and enforces consumption and other taxes that generate over $5 billion annually in revenue to the Government of Saskatchewan. Taxes include Provincial Sales Tax, Tobacco Tax, Fuel Tax, Vapour Products Tax, Liquor Consumption Tax, and others.
The Opportunity:
The Revenue Division is seeking a highly analytical and collaborative professional to fill the role ofAppeal Manager. The Manager will play a central role in ensuring that provincial tax legislation is applied consistently, fairly, and in accordance with legislative intent. The successful candidate will lead the review and management of complex tax appeals and work closely with program areas and legal counsel to support defensible decision-making and effective dispute resolution.
Reporting to the Director, Operational and Strategic Policy, the Appeal Manager will be responsible to:
- Lead the review and management of complex and high-risk tax appeal and litigation submissions, including developing case strategy, coordinating evidentiary development, and ensuring submissions present complete, accurate, and defensible positions.
- Serve as the Ministry's primary liaison with the Board of Revenue Commissioners and coordinate appeal and court related activities with the Ministry of Justice.
- Serve as a subject matter expert in the interpretation and application of tax legislation, regulations, and legislative intent regarding complex, ambiguous, or disputed situations and lead the review of legal opinion requests.
- Lead the preparation of appeal submissions, evidentiary materials, legal materials, and witness preparation for proceedings before the Board of Revenue Commissioners and the courts.
- Work collaboratively with internal business units to facilitate the timely assessment and disposition of appeals, including submission development, appeal assignment, deadline management, collection of evidence, and comprehensive reviews for completeness and quality.
- Provide recommendations on settlement proposals and appeal strategies, considering legislative interpretation, financial risk, and precedent implications.
- Create and implement policies and procedures that improve consistency, fairness, transparency, and efficiency in the tax administration and appeals process.
- Provide research, analysis, and development of new tax legislation, regulatory amendments, and legislative modernization initiatives to improve appeal and litigation processes and procedures and close tax gaps identified through the appeal and litigation process.
- Provide temporary leadership support to the Operational Policy team during absences, including assigning and prioritizing work and providing technical guidance, ensuring continuity of unit operations.
Our ideal candidate will have knowledge of and experience with:
- Interpreting and applying provincial tax legislation and regulations to complex issues.
- Reviewing complex financial, accounting and audit information to determine tax liability and support defensible appeal positions.
- Preparing technical written materials and communicating complex legislative, financial, and policy concepts clearly to non-technical audiences.
- Analyzing complex issues and developing clear, well-reasoned recommendations based on legislation and policy.
- Collaborating effectively with colleagues across work units to understand and resolve tax administration issues.
- Developing and implementing policies, procedures, or guidelines.
Typically, the knowledge and experience required to achieve the above are obtained through completion of a post-secondary education in law, accounting, public policy, or economics.
