The Drug Plan and Extended Benefits Branch is seeking an experienced pharmacist to serve as the Client Services Pharmacist Manager who will report to the Director of Pharmaceutical Policy and Appropriateness.
The Client Services Pharmacist Manager plays a key leadership role within the Drug Plan and Extended Benefits Branch, overseeing a team of pharmacists who deliver front-line expertise on drug coverage, formulary implementation processes, and program policy. This position ensures consistent, high-quality decision-making, supports effective drug plan operations, and contributes to the development and implementation of provincial drug coverage policies.
As the Client Services Pharmacist Manager, you will:
- Provide pharmaceutical expertise to support the Branch in its programs and initiatives;
- Liaise with other Branches in the Ministry and multiple external stakeholders, including prescribers, community and hospital pharmacists, and other health professionals;
- Lead and directly supervise the Client Services Pharmacist team;
- Assess and provide oversight for individual drug coverage requests that fall outside existing criteria.
- Collaborate with the Drug Review Team to determine appropriate escalation pathways and next steps for complex cases.
- Review escalations from Client Services Assessors to improve workflow efficiencies and balance workload across the Client Services Pharmacy team.
- Manage drug implementation processes for the Saskatchewan Formulary.
- Provide expert guidance on Drug Plan programs, policies, and coverage models.
- Develop, deliver, and support communications related to drug program operations and decisions.
- Oversee policy and program management for Special Benefit drug lists.
- Maintain and oversee the compound policy, formula products, and coverage for Inherited Metabolic Diseases within the formulary.
- Serve as a project lead or subject matter expert for Client Services initiatives and cross-functional drug plan projects.
- Provide communications and recommendations to the Director, Executive Director, Assistant Deputy Minister, Deputy Minister and Minister.
Our ideal candidate will have:
- A comprehensive understanding of formulary listing processes and related drug plan policies.
- Experience working with drug programs, branch initiatives, and familiarity with both provincial and national drug review processes.
- Knowledge of critical drug appraisal methodologies, pharmacoeconomics, information management systems and stakeholder engagement strategies.
- Exceptional interpersonal and communication skills, with a proven ability to build strong relationships and collaborate effectively with internal and external stakeholders.
- Strong analytical thinking and organizational abilities, with demonstrated capacity to manage complex information and workflows.
- Awareness of emerging issues and initiatives in the Saskatchewan and Canadian pharmaceutical environment, including system structure, key stakeholders, and evolving healthcare trends.
- Understanding of public policy development and the legislation and regulations governing pharmacies and prescription drugs (e.g., The Pharmacy and Pharmacy Disciplines Act, The Prescription Drugs Act).
- Knowledge of leadership principles and practices, change management, project management, and policy development and implementation.
- Demonstrated leadership or supervisory experience is considered an asset.
- Ability to assess and interpret legislation, clinical evidence, drug coverage criteria, and policy frameworks.
- Proficiency with standard office software, including word processing, email, and spreadsheet applications.
- A strong background in clinical pharmacy and be licensed with the Saskatchewan College of Pharmacy Professionals. Knowledge for this position would typically be obtained through an advanced pharmacy degree (Pharm D, MSc, PhD) and/or business or health administration degree (MBA or MHA) or an equivalent combination of education and experience.
You will have the ability to:
- Lead and participate in consultations, stakeholder meetings and committees at the Ministry, provincial or national level to represent the Branch;
- Provide clear and timely information, verbally and in writing, to internal and external clients and stakeholders to transfer knowledge, explain analyses and conclusions, achieve understanding, and develop consensus regarding complex information;
- Identify and analyze emerging issues to evaluate implications and opportunities for change to program benefits and delivery;
- Collect and analyze relevant data to respond to requests to develop options and make recommendations on a variety of issues;
- Work both independently and collaboratively.
