POSITION SUMMARY: The Corporate Asset Management Analyst provides research, analysis and recommendations for strategic decision making in the ongoing management of approximately $5.5B in City owned assets. City assets include but are not limited to roads, utilities, parks and open space, fleet and facilities. The position supports the development of asset management strategy, policies, processes and programs to ensure activities are consistent throughout the organization and aligned with the City’s Strategic Plan. The individual conveys enthusiasm, motivation and commitment in the role. The position supports the creation of specific service-based asset management plans and a corporate asset management plan. The position undertakes analysis and reporting towards the current state of the City assets. The current state combined with the strategy, analysis and planning results in recommendations in maintaining and delivering projects to achieve the desired level of service provided to citizens. The individual strives for continuous improvement in all aspects of the role. The result of this positions work is to ensure the delivery of sustainable, effective and affordable services to the citizens of Regina. The position reports to a Corporate Asset Management Consultant.
DUTIES AND RESPONSIBILITIES: Support the development and renewal the corporate asset management strategy or framework, asset specific management plans and the corporate asset management plan and system. Support the maintenance of specific and system-wide asset management practices, processes and guidelines by aligning with industry best practises. Determine problem definition for projects and tasks through cross-functional analysis. Problem solving through strategic scenario planning, risk management and impact analysis to recommend and implement corporate performance solutions and process enhancements as they relate to the effective use, management and replacement of City infrastructure and ensuring compliance with legislation, regulations and municipal bylaws/acts. Research, analyse, design and produce reports which provides decision makers with the information needed to prioritize, plan and implement budgets and work plans while effectively and efficiently utilizing resources. Interpret and analyse large volumes of data, information, processes, programs and problems to develop options, improvements and recommendations on City owned assets. Make recommendations on the prioritization of investment decisions in City infrastructure expansion, maintenance, replacement and decommissioning needs using evidence-based decision making. Supports the preparation of budget business cases, project initiation documents and project charters. Supports the preparation of Terms of Reference, specifications and contracts, perform bid analysis and recommendations for the award of contracts. Support the development and management of project budgets. Approve expenditures and other transactions within limits of authority and take necessary action to protect civic monies and assets against loss and waste. Manage and review the work of consultants for projects to advance the corporations ability to manage and report on City owned assets. Research third party funding and support the application and reporting requirements. Prepare technical and business reports for presentations, public responses, internal memos and other documents. Represent the Branch or Department in meetings of Committee and Council, other departments, public or consultant lead project meetings. Prepare reports on asset specific management plans. Prepare state of existing infrastructure reports. Prepare reports on a corporate asset management plan that consolidates the activities and performance of operating groups responsible for delivering projects to maintain expand or decommission City assets. Review asset inventory and data to ensure the reported records is reliable and complete. Perform quality control and data integrity review within the asset management system. Support the development and delivery of asset management training, processes, tools, methodologies, and performance measures to operating groups across the corporation to build capacity and consistency in how the City makes decisions in maintaining asset inventory. Provide advice and assistance to other departments responsible for delivering projects to acquire, maintain or decommission assets. Participate in working sessions to develop and maintain cross department, branch and multi-disciplinary working relationships. Work to address and resolve conflict and elevated situations. Apply the general rules and regulations of the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual as required. Performs other related duties as assigned.
**QUALIFICATIONS:**Knowledge, Abilities and Skills: Ability to monitor trends and issues within asset classes. Knowledge requirements are required to lead complex branch or departmental-wide operations and strategy formulation. Ability to provide expert advice on complex operational / functional challenges. Awareness of operational and asset management theories, best practices, concepts and trends. Ability to manipulate large volumes of data within spreadsheets, databases or and enterprise systems and the ability to analyse and tell the story of what the data revealed to support recommendations and decision making. Knowledge of construction, operating and maintaining municipal infrastructure. Knowledge of project management principals and processes. Ability to develop and deliver training program materials. Awareness of climate change adaptation strategies. Demonstrated ability to utilize computer applications such as models, spreadsheets, applications, CAD, GIS tools, MSOffice 365, databases and related infrastructure and financial management systems. Ability to conduct research and perform risk analysis. Knowledge of the principals and methods of statistical analysis, operations research and economic decision analysis. Skilled in communicating concepts and results of analysis to a variety of stakeholders. Ability to discuss and debate issues with a range of stakeholders, both internal and external to present complex and/or contentious information as well as solicit ideas and input from others towards ultimately achieving a consensus. Ability to lead working groups in a multi-disciplinary environment. Ability to develop reports, policies and other documents that are complex in nature and require a higher level of written skill. Skilled in listening to stakeholders, building trust, analysing available data and issues, advancing alternative approaches, acting assertively and conveying energy and enthusiasm in addressing change. Knowledge of change management including recognition and resolution of change resistance. Ability to manage conflicts in a positive and timely manner. Demonstrated ability and willingness to learn new skills on the job.
EDUCATION AND EXPERIENCE: Degree in Engineering, Planning, Commerce, Economics, Business or Public Administration or related discipline with 1-year work experience in an engineering, technical or analytical environment. Experience in Asset Management activities is an asset. Experience in computer science or geomatics is an asset. Experience with ISO Asset Management standards is an asset.
WORKING/OTHER CONDITIONS: Must possess a valid Class 5 driver’s license and have a vehicle available for work usage (a kilometer reimbursement is provided). Must be motivated to strive for personal growth, self-awareness and excellence. Must be committed to Corporate values and initiatives. Typically, normal office conditions apply with considerable use of computer and time spent in meetings. In addition, this position requires site visits and inspections, which at times may require the individual to wear personal protective equipment (hard hat, safety glasses and steel toed boots).
**Additional Requirements:**Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy. Proof of education is required. Additional assessments may be conducted to evaluate competencies, skills, and knowledge.
