Role Impact:

The Director, Security Risk & Intelligence is responsible for the execution of National Security Operations risk, intelligence, and future-focused security technology strategies. This incumbent is responsible for maintaining a deep and meaningful understanding of the security risk landscape facing the portfolio by partnering with senior members of government, law enforcement, intelligence and emergency management partners. Acting as the organization's "Early Warning System", this incumbent oversees the discovery, pilot of deployment of emerging and next-generation security technologies to gather real-time data. By consolidating insights from human intelligence and technical data, this Director transforms raw information into predictive, actionable responses that measurably reduce threats to our properties.

What you will deliver:

• Serve as the primary owner of the "Total Portfolio Risk" view, continuously tracking and monitoring security risks across the national portfolio to ensure resources are deployed based on actual threat exposure rather than static schedules.

• Move beyond static playbooks by maintaining a living, data-driven security risk taxonomy that evolves in real-time with geopolitical trends, civil unrest, and social instability.

• Drive the transition to a "Risk-Based Deployment" model, analyzing property-specific risk profiles (e.g., crime rates, terrorism, civil unrest) to direct capital and operational resources where they are needed most.

• Manages the National Risk & Vulnerability Assessment program, ensuring that physical assessments are not just compliance exercises, but deep-dive evaluations of our defense-in-depth capabilities.

• Partner with Director, Security Operations to utilize metrics and risk intelligence to identify operational inefficiencies, compliance issues or workforce readiness gaps, find significant cost savings, and lead structural improvement efforts to enhance performance and service delivery.

• Cultivate and maintain deep, meaningful, and operational partnerships with senior leaders in law enforcement (e.g., RCMP, TPS, VPD, CPS), government agencies, and national intelligence bodies (e.g., CCCS) to facilitate high-level information sharing.

• Execute on the intelligence strategy, managing the collection, analysis, and dissemination of finished intelligence products through the "NSO Intelligence Hub" to inform senior decision-makers.

• Direct the "Persons of Concern" and "Repeat Trespasser" programs, building comprehensive case briefs on high-risk individuals and organized crime groups to support police interdiction and prosecution.

• Lead the research, piloting, and scaling of emerging and next-generation security technologies.

• Drive the integration of data from disparate sources—consolidating inputs from existing physical security systems (CCTV, Access Control) with new digital intelligence tools to create a unified view of threats.

• Partner with Data & Technology and Cyber teams to execute the OT Cyber Security mandate, ensuring that smart building infrastructure and Industrial Control Systems (ICS) are protected against digital threats.

• Transform the organization from reactive to predictive by using data analytics to identify risk trends (e.g., organized retail crime patterns) before they manifest as incidents.

• Responsible for synthesizing complex intelligence and technical data into clear, actionable recommendations for Senior Leadership driving immediate operational adjustments.

What your strengths are:

• Expert-level knowledge of the national threat landscape, with the ability to prioritize resources based on a dynamic understanding of organized crime, geopolitical instability, and social trends rather than static schedules.

• Elite communication skills with the ability to consolidate insights from disparate sources (information, technical data, open source) and translate them into clear, actionable briefings for Senior Executives and regional leaders.

• Proven ability to build and maintain deep and meaningful partnerships with senior stakeholders in law enforcement, government, and intelligence agencies, leveraging these networks to access critical information that protects the portfolio.

• A track record of leading the discovery and piloting of emerging and next-generation technologies, with the technical fluency to bridge the gap between physical security operations and IT/OT Cyber Security requirements.

• Proven experience transforming ad-hoc or reactive activities into mature, predictive programs; able to establish the governance, metrics, and standard operating procedures required to professionalize the intelligence function.

• Demonstrated ability to lead through influence in a complex environment, breaking down silos between Head Office functions and Property teams to drive the adoption of new standards without direct operational authority.

• Strong business acumen with experience developing investment business cases for technology and successfully identifying opportunities to offset operational costs.

What you need to succeed:

• University degree in Criminology, Intelligence Analysis, Political Science, International Relations, or a related technology/business discipline.

• Minimum 7-10 years of experience in intelligence analysis, corporate security strategy, or enterprise risk management, with at least 2 years in a leadership capacity.

• Demonstrated experience building deep partnerships with law enforcement or government intelligence agencies.

• Experience implementing next-generation security technologies (e.g., biometrics, AI analytics) in a complex environment.

• Must qualify for and achieve a Level II Government of Canada security clearance.
