Business Analyst – Senior
Client: Ministry of Public and Business Service Delivery and Procurement (MPBSDP)
Work Model: 100% Onsite – Toronto / North Bay, Ontario
We are seeking an experienced Senior Business Analyst to support the design and implementation of a modern enterprise Police Data Warehouse and data standardization initiatives. The ideal candidate will possess extensive experience in business analysis, enterprise data management, data governance, and systems integration, with the ability to bridge business objectives and technical solutions in large-scale digital transformation programs.
This role requires 8+ years of senior Business Analysis experience, including 5+ years of enterprise data analysis, data governance, and integration, with expertise in requirements management, relational data modeling, Agile delivery, and enterprise reporting solutions.

Position Overview
The Senior Business Analyst will play a critical role in delivering enterprise data modernization initiatives focused on policing and correctional services. Working closely with business stakeholders, architects, and data engineering teams, the consultant will gather complex business and technical requirements, define enterprise data standards, support data integration initiatives, and ensure delivery of high-quality, analytics-ready datasets.
The successful candidate will have strong expertise in enterprise data governance, data modeling, process analysis, and Agile project delivery within complex public-sector environments.
Key Responsibilities
Business Analysis & Requirements Management (35%)
Lead enterprise-wide business and data requirements gathering activities. Facilitate stakeholder workshops across ministry and justice partners.
Document and validate
Business requirements Functional and non-functional requirements Data and reporting requirements Integration requirements User stories Acceptance criteria Business rules Perform gap analysis, change impact assessments, and requirements traceability. Ensure requirements remain aligned with project objectives and enterprise governance standards.
Enterprise Data Analysis & Modeling (30%)
Analyze existing enterprise data structures and information assets. Document current-state and target-state data models.
Define
Business entities Relationships Normalized relational structures Primary and foreign keys Develop: Source-to-target mappings Transformation rules Data lineage documentation Validation logic Support development of analytics-ready and reporting-ready datasets.
Data Integration & Solution Design (20%)
Produce enterprise data flow diagrams and process models. Document system interfaces and integration requirements. Identify enterprise data dependencies and interoperability considerations. Collaborate with solution architects and development teams to ensure technical feasibility. Support enterprise data warehouse implementation and modernization initiatives.
Data Governance & Quality Management (15%)
Develop and maintain: Data dictionaries Business glossaries Metadata standards Naming conventions Data quality rules Promote enterprise data governance best practices. Ensure consistency, quality, and traceability of enterprise datasets. Support implementation of data lifecycle management processes and governance controls.
Required Skills & Experience
Skill / Experience Years Required Senior Business Analysis experience on enterprise initiatives 8+ Years Leading end-to-end business, functional, and data requirements 5+ Years Enterprise data analysis, mapping, and integration 5+ Years Data governance, metadata management, and data quality 5+ Years Requirements traceability, gap analysis, and impact assessment Required Agile delivery using Azure DevOps and/or JIRA Required Relational data modeling and enterprise data warehousing Required ETL / ELT concepts and analytics-ready data design Required Enterprise data architecture and integration patterns Required Data flow analysis and process modeling Required Business rules development and reporting logic Required Strong stakeholder facilitation and workshop leadership Required Excellent documentation and communication skills Required
