Role Overview

We are seeking an experienced Senior Systems Testing / Quality Assurance (QA) Specialist to support enterprise-level IT programs and large-scale application implementations for the Ministry of Public and Business Service Delivery and Procurement.

The successful candidate will be responsible for defining testing strategies, developing comprehensive test plans, executing complex testing activities, implementing automation solutions, and ensuring high-quality software delivery across enterprise platforms.

This role requires extensive experience in manual and automated testing, enterprise application validation, API testing, performance testing, Agile/Scrum/Waterfall methodologies, CI/CD environments, accessibility compliance, and end-to-end system testing.

The ideal candidate will have a proven background working with complex IT environments, supporting development teams, business stakeholders, project managers, and technical leads throughout the Software Development Life Cycle (SDLC).

Position Summary

The Senior Systems Testing / QA Specialist will provide quality assurance expertise for complex IT solutions by:

Developing and executing enterprise-level testing strategies. Creating test plans, test cases, scripts, and test data. Performing functional, integration, regression, performance, and user acceptance testing. Supporting automated testing initiatives. Ensuring applications meet business, technical, security, accessibility, and performance requirements. Collaborating with project teams throughout analysis, design, development, implementation, and production support phases.

Key Responsibilities

Test Strategy & Planning

Provide recommendations on testing strategies, methodologies, tools, and resource requirements. Develop comprehensive test plans aligned with project objectives and delivery timelines. Define testing scope, approach, environments, resources, and execution schedules. Plan and organize testing activities for large enterprise systems.

Support testing across

Graphical User Interface (GUI) applications Non-GUI environments Integrated systems Enterprise platforms Manual & Automated Testing Design, develop, and execute detailed test cases and test scripts. Perform manual and automated testing activities across application components. Develop automated testing strategies and reusable test scripts.

Utilize automation tools including

Selenium Postman/API testing frameworks Other testing automation tools Execute: Functional testing Regression testing Integration testing System testing User Acceptance Testing (UAT) Non-functional testing Enterprise Application Quality Assurance Validate complex systems against functional and non-functional requirements. Perform end-to-end testing across integrated enterprise applications. Ensure complete test coverage throughout the Software Development Life Cycle. Identify risks, defects, and quality issues. Support defect resolution activities with development and technical teams. Maintain testing documentation and quality metrics.

Performance & Specialized Testing

Conduct performance, load, and stress testing activities. Develop performance test strategies and scenarios.

Utilize performance testing tools such as

JMeter LoadRunner Similar performance testing platforms Analyze testing outcomes and provide recommendations for improvements.

QA Governance & Compliance

Apply quality assurance principles, standards, and structured methodologies. Ensure compliance with accessibility requirements, including AODA standards. Support security testing practices and quality compliance activities. Apply testing best practices within Agile, Scrum, and Waterfall delivery environments. Support public sector QA standards and practices.

Stakeholder Collaboration

Work closely with: Testing Leads IT Leads Developers Business Analysts Project Managers Business Stakeholders Participate in project analysis, design, development, implementation, and ongoing support activities. Communicate testing progress, risks, issues, and results effectively. Support decision-making through accurate quality reporting.

Strong understanding of

Experience creating and maintaining

Test strategies Test plans Test cases Test scripts Test reports Test data Hands-on experience with automation testing tools such as Selenium and Postman. Experience with performance testing tools including JMeter, LoadRunner, or similar.

Experience using defect tracking tools

JIRA Azure DevOps Similar platforms Proven experience performing end-to-end testing of complex systems. Knowledge of QA compliance standards and security testing best practices.

Technical Skills & Experience – 35%

Strong database testing experience with

SQL Oracle Understanding of cloud technologies: Microsoft Azure AWS Experience supporting CI/CD environments and integration tools: Jenkins Git GitLab Knowledge of automated testing frameworks and scripting approaches. Experience validating application integrations and system interfaces.

Soft Skills – 20%

Public Sector Experience – 5%

Experience working with OPS quality assurance standards and practices. Familiarity with government IT delivery processes, governance frameworks, and compliance requirements.

Desired Skills

Experience with programming languages supporting test automation. Experience using information retrieval tools and packages. Knowledge of testing approaches within object-oriented environments. Understanding of Information Management principles, concepts, and practices. Experience testing Commercial Off-The-Shelf (COTS) applications. Experience developing automated test scripts and reusable automation components. Experience planning testing activities for both large and small systems. Knowledge of Accessibility for Ontarians with Disabilities Act (AODA) requirements.
