The Labourer (Traffic Control) is a hybrid field position responsible for safely directing vehicles, pedestrians, and construction traffic through or around active work zones and supporting telecommunications construction crews with general labor and line-work duties. Based on operational needs, the employee may be assigned to traffic control, crew mobilization, material handling, site preparation, cable and conduit support, cleanup, and other field activities. This hybrid structure allows the employee to remain productively assigned across varying project requirements. When assigned to active traffic-control duties, traffic control is the employee's sole priority.

Traffic Control Responsibilities

Direct and control traffic using an approved reflectorized STOP/SLOW paddle. Maintain clear communication with other Traffic Control Persons, supervisors and construction crews. Assist with the installation, inspection, maintenance and removal of traffic-control signs, cones and other work-zone devices. Follow approved traffic-control plans and WATCM work-zone layouts. Monitor traffic conditions and immediately report unsafe drivers, damaged equipment or changing site conditions. Maintain a safe escape route and remain alert to traffic, equipment and construction activities. Ensure signs and traffic-control devices remain properly positioned, visible and in good condition.

Labourer and Line-Work Support Responsibilities

Support aerial and underground telecommunications crews under the direction of the Foreman, Supervisor or qualified line personnel. Load, unload, stage, distribute and secure construction materials, tools, traffic-control equipment and supplies. Assist with crew mobilization and demobilization, site setup, work-area preparation, housekeeping and cleanup. Provide ground support for line-work activities by preparing and passing materials, hardware, cable, rope and tools as directed while maintaining a clear and organized work area. Assist with conduit rodding and roping, cable pulling and placement, duct preparation, hand excavation, backfilling, compaction and basic site restoration when trained and directed. Act as a spotter or ground guide for vehicles and construction equipment when trained, authorized and assigned to do so. Inspect, clean and help maintain hand tools, PPE, vehicles and equipment, and promptly report defects or missing items. Assist with material inventory, deliveries, counts, site photographs and basic field documentation as requested. Perform other general construction labor and telecommunications support duties that are within the employee's training, competence and authorization.

Safety and General Responsibilities

Participate in daily safety meetings, hazard assessments, field-level risk assessments and site inspections. Wear all required personal protective equipment and maintain it in serviceable condition. Follow company safety policies, safe work procedures, client requirements and New Brunswick occupational health and safety legislation. Immediately report hazards, near misses, incidents, damaged equipment and changing site conditions to the Foreman or Supervisor. Protect the public, coworkers, client property, existing utilities and the environment while performing assigned work. Operate WesTower vehicles in accordance with HSE policies and the Highway Traffic Act (HTA), as required or directed by the Foreman or Management.

Required Qualifications

Valid New Brunswick WATCM Traffic Control Person certification from a recognized training provider. Knowledge of the New Brunswick Work Area Traffic Control Manual. Understanding of New Brunswick Occupational Health and Safety requirements related to roadway traffic control and construction work. Ability to communicate clearly using hand signals, radios and STOP/SLOW paddles. Ability to remain attentive and make safe decisions in fast-changing traffic and construction conditions. Ability to follow instructions and work effectively as part of a construction crew. Ability to safely use common hand tools and construction equipment after receiving the required orientation or training. Valid Class 5 driver's license and reliable transportation. Ability to travel to different project locations throughout New Brunswick. Ability to work daytime, evening, weekend and overtime shifts when required. Physical ability to perform traffic-control and general labor duties throughout the shift.

Preferred Qualifications

Previous traffic-control, road-construction, utility, telecommunications or general labor experience. Experience supporting aerial or underground line crews, cable placement, conduit work or material handling. New Brunswick Construction Safety Orientation. WHMIS certification. Standard First Aid and CPR certification. Experience working around heavy equipment. Traffic Control Agent certification is considered an asset. Ability to communicate in both English and French is considered an asset.

Physical and Working Conditions Work outdoors in changing weather conditions, including heat, cold, rain and wind. Stand and remain alert for extended periods and perform physical labor during the same shift when assigned. Regularly walk, bend, kneel, crouch, reach, push, pull and perform repetitive movements. Lift, carry and position traffic-control devices, construction materials, tools and equipment weighing up to approximately 50 pounds. Work near moving vehicles, construction equipment, noise, dust, existing utilities and uneven terrain. Wear CSA-compliant high-visibility apparel, safety footwear, head protection and other required PPE.
